ISSUE STATEMENT: Providing an armored SUV would allow for use in high-risk tactical situations. ATTACHMENTS: 1. 2017 Chevrolet Suburban Purchase Agreement DISCUSSION/ FINANCIAL IMPACT: The use of an armored SUV in high-risk tactical situations would provide adequate cover for Patrol, Detectives and SWAT officers facing armed individuals. This particular vehicle provides the necessary ballistic protection required for conducting citizen and officer rescue operations without projecting a military type appearance. Some members of the community have expressed unease with civilian law enforcements use of military surplus vehicles and the image it presents to the communities they serve. The armored SUV should appear as every other Chevrolet Suburban on the road. The idea and concept of this vehicle was brought before the budget committee in 2016 and was approved by Council. Purchase of this vehicle will be made using a GSA (Government Services Administration) contractor, The Armored Group, LLC therefore, no bid process is required. The total cost of the vehicle is $159,500.00 plus freight charges of approximately $4850.00. This purchase falls under the requirements of Executive Order 13688 – Federal Support for Local Law Enforcement Equipment Acquisition. The Police Department applied to the US Department of Justice Criminal Division and the purchase was approved. The funds for this purchase have been budgeted from our Federal Forfeiture reserves, utilizing monies seized from prior narcotics investigations. Staff recommends that the City Council give the City Manager the approval to sign the purchase agreement.
