HomeMy WebLinkAboutItem 09 Springfield Arts Commission Bylaws Amendment AGENDA ITEM SUMMARY Meeting Date: 11/21/2016 Meeting Type: Regular Meeting Staff Contact/Dept.: Thea Hart, Library Staff Phone No: 541-726-2238 Estimated Time: Consent Calendar S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Mandate ITEM TITLE: SPRINGFIELD ARTS COMMISSION BYLAWS AMENDMENT ACTION REQUESTED: Approve amended Springfield Arts Commission (SAC) bylaws ISSUE STATEMENT: The City Council requested that the SAC adopt a Code of Conduct for its members, and amend its bylaws to reference the adopted code. On February 9, 2016, the Springfield Arts Commission unanimously approved a Code of Conduct based on these guidelines, and unanimously approved an amendment to their bylaws in reference to the Code. The amended bylaws also move some language from Article VI to Article III as suggested by the City Recorder. ATTACHMENTS: ATT1: Springfield Arts Commission Adopted Code of Conduct ATT2: Springfield Arts Commission Amended Bylaws DISCUSSION/ FINANCIAL IMPACT: The City Council requested that the SAC adopt a Code of Conduct for its members, and amend its bylaws to reference the adopted code. The City Recorder supplied a possible list of guidelines to consider. The City Recorder also suggested that the Commission move Article VI, Section 1(c) relating to appointees serving at the leisure of the Council to Article III, Section 4 Terms of service. On February 9, 2016, the Springfield Arts Commission unanimously approved a Code of Conduct based on these guidelines, and unanimously approved an amendment to their bylaws in reference to the Code as well as the move of the bylaw formerly in Article VI, Section 1(c) to Article III, Section 4 (e). The amendments to the bylaws include the following passage: Article III – Membership and Appointment Section 4. Terms of service. e. All Arts Commission appointees serve at the leisure of the City Council. A position shall be vacated by the Council when the appointee has two or more consecutive absences from the commission meetings in any twelve consecutive month period. (Section IX (5) 5.5) of the Council Operating Policies). f. The Chair, in consultation with City Staff, may also recommend to the Council if a member is found not to meet the Committee’s adopted Code of Conduct. The Springfield Arts Commission requests that the City Council approve the amended bylaws.
