DEVELOPMENT CODE AMENDMENTS
ACTION REQUESTED: Council requested a work session to discuss the suitability of PLO sites to accommodate moderate visibility cell towers if a setback of 300’ is required from
neighboring residential property.
ISSUE STATEMENT: A recent amendment to the Springfield Development Code allowing moderate visibility WTS facilities within the PLO District has raised questions and concerns
about tower height limitations, increasing setbacks from residential districts, and
possible proliferation of WTS towers on PLO sites.
ATTACHMENTS: 1. Maps of PLO zoned properties within the City of Springfield with overlays depicting WTS exclusion zones and increased setback from residential districts.
DISCUSSION/
FINANCIAL IMPACT:
Recently, a request to amend the Springfield Development Code to allow moderate
visibility WTS towers within the PLO District was presented in a public hearing meeting before the City Council. At the public hearing meeting and subsequent
City Council deliberations, Councilors requested additional information on
potentially increasing tower setbacks from residential zoning districts, availability of tower sites within the PLO zoning district, and ways to limit the number and distribution of WTS facilities within PLO sites.
Staff has prepared a series of maps showing the location of PLO sites within the
City limits and UGB. The sites include overlays showing the 2,000-foot exclusion
zone between individual WTS towers, along with a 300-foot setback from adjacent residential districts. The 300-foot setback was determined based on feedback from
the City Council at the recent public hearing meetings and it represents a distance
that is twice the maximum allowable tower height (150 feet). Staff observes that significantly increasing the setback distance from adjacent residential districts
eliminates many PLO sites from eligibility and would require more centralized placement of WTS facilities in close proximity to existing buildings and structures on larger sites.
Staff requests that the City Council review the attached maps and provide direction regarding potential amendments to the siting standards of the WTS facilities section
of the Springfield Development Code.
