ISSUE STATEMENT: The Arts Commission has three vacancies on its board of nine commissioners. Two position openings were advertised. All three vacancies were due to resignations; two vacancies had two years remaining in the term and one vacancy was for a term that expires December 31, 2016 and will be filled concurrent with a second seat that expires in December 31, 2016. The Arts Commission seeks to fill two partial terms expiring December 31, 2018, which equates to two two-year positions. The Arts Commission received six applications. Five applicants attended the Arts Commission meeting on September 13, 2016 for an interview. The Arts Commission unanimously voted to recommend applicants Jodie Davaz and Andrew Drake to be interviewed by the Council. On September 26, 2016 these two applicants were interviewed by the Council. The Arts Commission interviewed five applicants during its September 13, 2016 meeting. Applicant Robert Green did not attend the meeting. Council Operating Policies state in Section IX, Subsection 1.3) Springfield's boards, commissions, committees, and task forces bring together citizen viewpoints which might not otherwise be heard. Persons of wide-ranging interests who want to participate in public service but not compete for public office may choose to be involved in advisory boards, commissions, committees and task forces instead. They also help fulfill the goals of the City’s adopted Citizen Involvement Program to have an informed and involved citizenry. The City Council interviewed two candidates during the September 26, 2016 work session. The Arts Commission requests that the Council formally ratify the appointments during tonight’s Regular Meeting. Arts Commission CHARGE The Springfield Arts Commission was created to promote the arts in Springfield. Assistance is given by the Commission to local artists in the form of grant sponsorship, networking, education, communication, and, occasionally, funding. The Commission may co-sponsor art events and exhibits. It works closely with the Lane Arts Council and the Oregon Arts Commission. He is a painter and a sculptor. He chairs the Arts Commission’s Public Art subcommittee. His partial term expires 12/31/2016. Dr. Gary LeClair: Dr. LeClair has been a member of the SAC since 2009. He is an amateur photographer and art collector. He is currently on the Board of the Eugene Ballet. He has had a lifelong interest in art. His other interests include dance from modern to classical ballet, as well as music of all kinds from heavy metal to opera. His second term expires 12/31/2016. Kimberly Lyddane: Ms. Lyddane has a M.S. in Arts Management from the University of Oregon. She is the Special Events and Volunteer Coordinator at Willamalane Park and Recreation District. In addition to her work planning special events, Ms. Lyddane also serves on the board for the Oregon Festivals and Events Association. She is the current chair of the Arts Commission and also chairs the Outreach subcommittee. Her first full term expires 12/31/2019. Amy Orre: Ms. Orre has a BA in art and is experienced in teaching elementary school children in extracurricular activities. She has worked as a youth activity leader at Willamalane. She currently works at the Springfield Public Library. She chairs the Art Walk subcommittee. Her first full term expires 12/31/2017. Wanda Seamster: Ms. Seamster is an accomplished studio artist and recently retired from the University of Alaska as a science illustrator. Before moving to Oregon, she was quite active in the art and cultural life in Alaska, serving on the Anchorage Museum Collections Committee, the Alaska State Council on the Arts Grants Committee and many city art programs. She chairs the City Hall Gallery subcommittee. Her first full term expires 12/31/2017. Summer Young-Jelinek: Ms. Young-Jelinek is a marketing professional for the Pain Society/Pain Consultants of Oregon. She has a B. A. in Art History with minors in Architecture, Landscape Architecture, and Business Administration. She serves as the secretary of the Arts Commission and she chairs the Marketing subcommittee. Her first term expires 12/31/2019. The Heritage Arts Grant subcommittee seeks a chair. Attachment 4, Page 1 of 1
