ISSUE STATEMENT: Beginning in July of 2015, the City of Springfield reinitiated parking enforcement and management in Downtown after nearly 10 years of no regular enforcement. Park Downtown program activities include management of long-term permitting, special event parking, on and off-street enforcement, residential programs and key messaging through signage and brochures. This initial year has provided opportunities for ongoing program improvement and refinement as staff work to manage the program while maintaining the community defined mission; to create a positive Downtown experience for all visitors and businesses by providing convenient, responsive, and fair parking solutions. City Staff will provide Council with a look at the past start-up year with an overview of key program areas and opportunities for further refinement and improvement into the second year. This is also an opportunity for staff to answer questions related to the program and receive feedback from the Mayor and Council. ATTACHMENTS: 1. Park Downtown Springfield Map and Handout DISCUSSION/ FINANCIAL IMPACT: The Park Downtown program is key to providing support and amenities to Downtown businesses, residents, employees and visitors. As identified in the 2010 adopted Downtown Vision Plan, the availability and management of publically owned on and off-street parking infrastructure has a direct value to businesses and residents who require access to those spaces. Maintaining a healthy turnover of parking spaces during peak demand hours allows visitors and patrons to access Downtown businesses with ease. Park Downtown program amenities in Springfield include; Free On-Street Parking; 2 & 3 Hour Free Off-Street Parking; 3 Hour Monthly and Quarterly Permits; On and Off Street Areas Residential Permits Special Event Permits Ability to Contest Tickets in an Administrative Setting Opposed to Court Setting The initial first year of the Park Downtown program implementation was focused on education and orientation for downtown visitors, businesses and residents with an intention to approach enforcement with a soft ‘hand.’ For this reason, forecasted revenues anticipated light enforcement activities, leniency in granting citation voids and a slow rate of permit program adoption, estimating total revenue to approximately $45,000 in the first year. The program carries an annual contracted enforcement cost of $94,164. In anticipation of low revenues in initial start-up years, an additional $50k was budgeted in Downtown urban renewal funds to support any projected gap between program revenue and program cost. Due in great part to a higher than anticipated permit program adoption, the Park Downtown program generated approximately $57,400 in the first year ending June 30, 2016. These revenues, including an overview of other program activities like enforcement and permit activities, will be discussed so that Council might provide feedback as staff work to further improve the program in the second year. 220 Fifth Street, Suite 110 541.736.7121 www.rpnw.com Operated by Republic Parking Northwest Free Time Limited 2-Hour and 3-Hour On-Street Parking Enforced all days 8:00am to 5:00pm except City observed holidays. Free Unrestricted All Day Off-Street Weekend Parking! All City operated off-street parking areas signed as permit only Monday to Friday are free to the public and without time limits on Saturdays and Sundays. One Block Face Per Day A person may only move their vehicle one block face per day. A block face is defined as one side of the street between two intersections. Monthly/Quarterly Permits and Residential Permits are offered and available in many areas of Downtown including some on-street areas. These lots are operated by other firms like Diamond Parking. Don’t Be Confused by signage in non-city operat-ed lots as it may appear similar to City signage but with different rules and regulations.
