ITEM TITLE: SPRINGFIELD POLICE ADVISORY COMMITTEE (SPAC) INTERVIEWS
ACTION REQUESTED: Interview applicants for the Springfield Police Advisory Committee
ISSUE STATEMENT: The Springfield Police Advisory Committee has one position open for a
representative of the minority community. The previous incumbent resigned when he moved outside the City limits.

DISCUSSION/
FINANCIAL IMPACT:
The Committee received two applications for the open position. Both applicants were interviewed during the regular monthly meeting on August 4th, 2016. The
Committee reports that both are strong candidates, and recommends that David
Wyer be appointed to the Minority Community Representative position.
The Committee was also impressed with applicant Sefiu Ballam, and would
encourage him to find opportunities to become involved with the City.
An appointment is scheduled for the September 19, 2016 Council meeting during regular session.

SPRINGFIELD Police Advisory Committee
CHARGE
It is the duty of the Committee to provide citizen input to the Chief of Police regarding
public safety matters and neighborhood livability issues, and to assist the Council in
implementing the adopted Long Range Strategic Plan for Police Services. The
Committee meets not less than quarterly and is required to provide the City Council with
an annual report of its activities.

I. What experiences I training I qualifications do you have for this particular board I commission I committee?
I have six years experience serving on the Diversity Committee at Eugene Water & Electric Board and three years serving
on the Diversity and Inclusion in Athletics at the University of Oregon. I am certified in crucial conversations and crucial
confrontations.
2. What specific contribution do you hope to make?
I want to be part of positive effort to be an impartial liaison between my community and the police department. I have had
positive experiences serving in similar capacities and have found that I have grown and gotten personal satisfaction
representing minority groups in the past. Having open, honest, and impartial dialog is a catalysis for positive results. I have
experienced this firsthand.
3. Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not
necessarily disqualify you from consideration.)
Diversity and Inclusion have become passions of mine. I have a total of nine years of experience serving on committees
professionally and in my personal life.
4. What community topics concern you that relate to this board I commission I committee? Why do you want to become a member?
I am the son of Latino migrant workers and the first to attend and graduate from college. Topics of race and diversity are of
great interest to me. I chose Springfield to live in, buy a home in and to raise my family in after graduating college. I have a
vested interest in this community and have a great desire to serve it. I feel it is important to serve as it was an important
thing I learned from my parents.
5. Most boards I commissions I committees meet monthly. Subcommittees may meet more frequently. Meetings generally last one
and one-half hours. It is highly recommended you attend a meeting before submitting the application. Please read the news
release for this position which contains the normal dates and times for these meetings and can be found at
