CITY OF SPRINGFIELD
RESOLUTION NO. 07-55
A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AMENDED
IDEPENDENT CONTRACTOR AGREEMENT WITH WEST YOST & ASSOCIATES IN THE AMOUNT
OF $125,900.00 FOR ENGINEERING SERVICES FOR THE DESIGN AND CONSTRUCTION
MANAGEMENT OF THE HARLOW ROAD LIFT STATION.
WHEREAS, a sanitary sewer lift station is required to be designed and constructed for the City of
Springfield; and
WHEREAS, City staff is unable to provide the design services due to its on-going work load; and
WHEREAS, it is in the best interest of the public to approve the Amended Independent Contractor
Agreement with West Yost & Associates for the design and installation of the Harlow Road Lift Station because
they are currently the consultant for the design, construction management and inspection of said trunk sewers so
they are able to quickly and efficiently perform the services; they have experienced in the type of work required; and
WHEREAS, said contract was found to be in conformance with the Springfield Municipal Code, Contracts
for Personal Services, that exempts personal services contracts for public improvements from bidding requirements;
and
WHEREAS, it is the recommendation of the City Engineer that this engineering consultant contract be
accepted.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Springfield as
follows:
1. The Council does hereby approve the Amended Independent Contractor Agreement with W est Yost &
Associates for the design and construction management ofthe Harlow Road Lift Station, in the amount
of$125,900.00, and authorizes the City Manager to enter into a contract with West Yost & Associates
for those services.
2. This Resolution shall take effect upon passage by the Council and approval by the Mayor.
