ITEM TITLE: APPROVE EXTERIOR DESIGN OPTION FOR THE mSTICE CENTER - P50434 ACTION REQUESTED: Approve / Not approve the proposed exterior design option for the Justice Center Project ISSUE STATEMENT: On January 22,2007, the City Council approved the Design Development Phase and cost estimate for the Justice Center Project. At that time, the Council approved a list of items which would be added back to the project if funds were available. The User Groups and the Community Advisory Committee have reviewed the exterior finishes of the project and have developed a recommendation for a modification which is a change in scope that will require the use of contingency funds. This modification will therefore change the priority list of items to be added back to the project. ATTACHMENTS: 1 - Council Briefmg Memo DISCUSSION/ FINANCIAL IMP ACT: During the design development stage of the Justice Center Project the initial cost estimates indicated that the construction cost exceeded the approved project budget. At that time, the project team worked to identify value engineering items which would reduce the cost of the project without impacting the functions within the building. One of the items recommended at the time was the reduction in the amount of brick veneer on the exterior of the building. The brick was replaced with a metal panel system at several locations. This produced a cost savings of $23,000. As the construction has progressed and project team members have had the opportunity to review the metal panels, they have identified some concerns regarding the maintenance and the appearance of the panels. As a result, they requested that the architect develop some options to the metal panel system. The architects developed two options to the metal panel system and presented those options to the Community Advisory Committee (CAe) on November 27,2007. The CAC reviewed the options and are recommending that the Council approve a modification of the design to replace the metal panels with brick veneer in some specific locations along the west, east and north sides of the Police Courts building. The cost of this modification is estimated by the architect to be approximately $16,500. Because this modification affects the exterior of the building, it is critical that a decision on this change be made immediately. From: Subject: ISSUE: I In January 2007, the City Council approved the Design Development Phase of the Justice Center Project. That approval included a cost estimate for the project. At that time, staff indicated that the project team had completed a value engineering exercise which had been necessary in order to meet the approved budget. The Council approved the value engineering items and also approved a list of priority items which would be added back into the project if additional funds were identified or if the contingency fund were available at some point later in the project. The User Groups and the Community Advisory Committee have reviewed the exterior finishes ofthe project and have expressed some concerns regarding the maintenance and appearance of the metal wall panels which are a component of the exterior design. They are recommending that the Council re- prioritize the list of items to be added back to the project in order to replace the metal wall panels which are currently in the design. DISCUSSION: During the design development phase of the project, the initial cost estimate exceeded the approved construction budget by approximately $1 million. In order to reduce the cost, the project team completed a value engineering exercise which focused on ways to reduce costs without impacting the function of the building. Once of the cost reductions identified was the reduction of brick veneer and glass "storefront" along the building exterior. The cost savings for the reduction of the brick ve~eer was approximately $23,000. ' When the City Council reviewed the project in January 2007, the project budget was approved with the direction that, if contingency funds or other funds were available as the project progressed, then some items would be added back to the project. The Council prioritized these items' as follows; I · Decorative Fencing around the secure parking lot (approximate cost $35,000) .' Covered Walkway between the Police/Court building and Ancillary Building ( approximate cost $34,000) · Hydraulic Bi-Fold door at courtyard entrance (approximate cost $28,000) · Completion of Ancillary Building (approximate cost $378,000) · Police Vehicle Sallyport (approximate cost $63,000) I I As construction has progressed, however, the User Groups and the Communi~ Advisory Committee have identified some concerns about the use of metal wall panels along the exteriot of the project. These panels are currentiy designed to be installed along the fIrst floor level on the west, e~st and north sides of the Police/Court building. The concerns which have been raised relate to potenti~l problems regarding the maintenance of the panels as well as the overall appearance. : I In response to these concerns, the architect developed two options which can,be implemented. One of these options replaces the metal panels with brick veneer. The second option :replaces the panels with spandrel glass (this is a wall systems which has opaque glass on the exterior with a backing of a solid wall). I Attachment 1 Page 1 of H. On November 27,2008, the Community Advisory Committee reviewed these options and discussed the potential for replacing the metal panels at four locations; . Location A -- West elevation along Pioneer Parkway East (four bays) . Location B - East elevation along 4th Street (two bays) . Location C - North elevation (three bays only) . Location D- North elevation (entire length of building - 12 bays) The costs of the options as estimated by the project architect are; Location A Location B Location C Location D West Elevation East Elevation North Elevation North Elevation 4 bays 2 bays 3 bays Full length Brick Veneer $8,000 $4,000 $4,400 $17,400 Spandrel Glass $15,600 $7,800 $8,600 $28,750 Based on the design implications and the cost ofthe alternatives, the Community Advisory Committee recommends that the Council authorize the modification in the design to substitute brick veneer at Location A, B and C. The total cost for this modification is estimated to be $16,400. This would replace the metal panels along the west elevation, east elevation and at three bays on the north elevation. The CAC further recommends that, ifB Street is not vacated, then the metal panels should also be replaced along the full length of the north elevation. ACTION REQUESTED; It is the recommendation by the Community Advisory Committee that the brick veneer be substituted for the metal panels at Location A, B and C and that the project contingency fund be used to provide for the additional cost.
