HomeMy WebLinkAboutItem 28 Resolution to Ratify an Amendment to the Glenwood Urban Renewal Plan AGENDA ITEM SUMMARY Meeting Date: 7/18/2016 Meeting Type: Regular Meeting Staff Contact/Dept.: Courtney Griesel, CMO Staff Phone No: 541-736-7132 Estimated Time: 5 Minutes S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Encourage Economic Development and Revitalization through Community Partnerships ITEM TITLE: RESOLUTION TO RATIFY AN AMENDEMENT TO THE GLENWOOD URBAN RENEWAL PLAN ACTION REQUESTED: ADOPT/NOT ADOPT A RESOLUTION RAFTIYING AN AMENDMENT TO THE GLENWOOD URBAN RENEWAL PLAN FOR THE ACQUISITION OF REAL PROPERTY ISSUE STATEMENT: The City Council is requested to approve a resolution ratifying an amendment to Section 700.A.1 of the Glenwood Urban Renewal Plan as specified within Section 900.C of the Plan. This amendment is intended to formally recognize and acknowledge the intent, support and action of acquiring specific properties within the Urban Renewal Area, specifically the Riverfront Area. ATTACHMENT: Attachment 1 - Proposed resolution ratifying the amendment to the Glenwood Urban Renewal Plan including Exhibit A depicting specific riverfront parcels. DISCUSSION/ FINANCIAL IMPACT: The Glenwood Urban Renewal Plan requires amendment for any acquisition of property for purposes outlined in section 700A of the Plan, including assembly of land for development by the public or private sector. During winter of FY16, Council and SEDA authorized a not-to-exceed amount of $2M for acquisition of key parcels (ATT 1, Ex A). The City and Urban Renewal Agency has begun the process of assembly key parcels for riverfront area redevelopment and improvements which are anticipated to be used in the implementation of both public and private sector redevelopment projects. SEDA has taken action to amend the Glenwood Urban Renewal Plan to include acquisitions of specific parcels, identified in Attachment 1, Exhibit A. Per the Glenwood Urban Renewal Plan, Sections 700.A.1 and 900.C, Council is required to ratify the SEDA amendment by Council resolution. Acquisition of specified parcels is not yet complete but continues to be a priority task with a goal for completion prior to the close of the 2016 calendar year. Council is asked to adopt the proposed resolution ratifying the amendment to the Glenwood Urban Renewal Plan, specifying parcels for acquisition to be included in the Plan. Attachment 1, PAGE 1 OF 1 CITY OF SPRINGFIELD, OREGON RESOLUTION NO. ___________ A RESOLUTION RAFTIYING AN AMENDMENT TO THE GLENWOOD URBAN RENEWAL PLAN FOR THE ACQUISITION OF REAL PROPERTY WHEREAS, the City Council approved the Glenwood Urban Renewal Plan by Ordinance No. ____; and WHEREAS, the Glenwood Urban Renewal Plan authorizes SEDA to acquire real property to achieve the Plan’s objectives subject to sections 600.D, 700, 800 and 900 of the Plan; and WHEREAS, Section 700.A.1 of the Plan requires City Council ratification as well as SEDA approval, both as described in Section 900.C of the Plan, for SEDA acquisition for assembling land for development by the public or private sector; and WHEREAS, pursuant to Section 700.A.1 SEDA has amended the Plan to acquire 3 parcels of land in the riverfront area of the Glenwood Urban Renewal District, that are anticipated to be used for development by the public private sector and that amendment is attached as Exhibit A to this Resolution (the “Amendment”). NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD ORDAINS, AS FOLLOWS: Section 1: The Council ratifies and approves the Amendment. Section 2: This Resolution will take effect upon adoption by the Council and approval by the Mayor. ADOPTED by the Common Council of the City of Springfield this ___ day of _________, ____, by a vote of _____ for and ____ against. _______________________ Mayor ATTEST: __________________________ City Recorder N:\OneDrive for Business\City\RESOLUTI\2016\City Resolution re SEDA Property Acquisition Amendment July 2016.docx SPRINGFIELD ECONOMIC DEVELOPMENT AGENCY (SEDA) RESOLUTION NO. ___________ A RESOLUTION AMENDING THE GLENWOOD URBAN RENEWAL PLAN FOR REAL PROPERTY ACQUISITION WHEREAS, SEDA accepted the Glenwood Urban Renewal Plan on November 15, 2004 by Resolution 2004-02; and WHEREAS, The Glenwood Urban Renewal Plan (the “Plan”) authorizes SEDA to acquire real property to achieve the Plan’s objectives subject to sections 600.D, 700, 800 and 900 of the Plan; and WHEREAS, Section 700.A.1 of the Plan requires City Council ratification as well as SEDA approval, both as described in Section 900.C of the Plan, for SEDA acquisition for assembling land for development by the public or private sector; and WHEREAS, Section 700.C of the Plan requires that properties to be acquired be identified in the Plan and a map exhibit, attached and incorporated to the resolution as Exhibit A, showing the properties be shown as an official part of the Plan; and WHEREAS, SEDA would like to acquire 3 parcels of land in the riverfront area of the Glenwood Urban Renewal District that are anticipated to be used for development by the public or private sector. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF SEDA, AN URBAN RENEAL AGENCY IN THE STATE OF OREGON, AS FOLLOWS: Section 1: Section 700.C of the Glenwood Urban Renewal Plan is amended to show that the following properties are identified in the Plan for acquisition: 1. 17-03-34-41-00800 2. 17-03-34-41-00700 3. 17-03-34-41-00500 Section 2: A map exhibit of the properties listed in Section 1 of this Resolution will be added to Part Two of the Glenwood Urban Renewal Plan. Section 3: This Resolution will take effect immediately upon adoption.
