A RESOLUTION REFERRING TO THE ELECTORS OF THE CITY A BALLOT MEASURE
AUTHORIZING THE INCREASE IN THE SPRINGFIELD MOTOR VEHICLE FUEL TAX BY 3 CENTS PER GALLON.
As the preamble to this Resolution, the Common Council of the City of Springfield, Oregon
(the “City”) hereby recites the matters set forth below. To the extent any of the following
recitals relates to a finding or determination which must be made by the Common Council in
connection with the subject matter of this Resolution or any aspect thereof, the Common Council declares that by setting forth such recital such finding or determination is thereby made
by the Common Council. The recitals, findings and determinations set forth herein constitute a
part of this Resolution.
(1) POLITICAL SUBDIVISION. That the City is a municipality and political
subdivision organized and existing under and pursuant to the laws of the State of Oregon and
the 2001 Springfield City Charter (the “Charter”). (2) NEED FOR INCREASE IN MOTOR VEHICLE FUEL TAX. The Common
Council has determined that there is need for an increase in the motor vehicle fuel tax by 3
cents per gallon to begin addressing the backlog of street preservation and repair projects in
the City for the public safety, health, convenience and necessity of the public. Existing funding
is inadequate to address the backlog of street repair and preservation projects. A 2015 street
condition report determined that 51% of Springfield’s streets are in poor condition. Without the
funds, Springfield streets will continue to deteriorate. Street preservation and repair is less
costly now than street reconstruction will be in the future. City repair and preservation projects
funded by this tax increase would include slurry seal, overlay, restriping, crack seal, and other
preservation projects to extend the usable life of the roadway on local, collector, and arterial streets within the City. No additional City staff would be employed as a result of this tax
increase. The City will publish an annual report to the citizens of the projects completed with
these additional funds.
NOW THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY
OF SPRINGFIELD AS FOLLOWS:
SECTION 1. APPROVAL OF BALLOT MEASURE AUTHORIZING AN INCREASE IN THE CITY MOTOR FUEL TAX BY 3 CENTS PER GALLON. The Common Council of the City
hereby directs that at the General Election on November 8 2016, there shall be submitted to the
qualified electors of the City a measure authorizing an increase in the motor vehicle fuel tax by
3 cents per gallon. The Ballot Title is attached hereto as Exhibit A (“the Ballot Title”).
SECTION 2. SUBMISSTION TO ELECTIONS OFFICER. The City Recorder, as the Chief Elections Officer of the City, shall submit to the County Clerk for Lane County, Oregon, a
statement of the ballot measure together with a certified copy of this Resolution and the Ballot
Title, all in order that the measure may appear on the ballot for the General Election held on
November 8, 2016. The City Recorder shall submit to the County Clerk all necessary

information, and shall do and perform all other acts and things necessary or appropriate, so
that the measure shall appear on the ballot for such General Election.
SECTION 3. ADDITIONAL AUTHORIZATIONS. The City Manager, the City Recorder,
the City Finance Director, and the City Attorney, and each of them acting individually, are hereby authorized, empowered and directed, for and on behalf of the City, to do and perform
all acts and things necessary or appropriate to cause the ballot measure set forth in Exhibit A to
appear on the ballot of the November 8, 2016, General Election and to otherwise carry out the
purposes and intent of this Resolution.
SECTION 4. EFFECTIVENESS OF RESOLUTION. This Resolution shall take effect
immediately upon its adoption by the Common Council of the City and approval by the Mayor.

CAPTION: Imposes a 3 cents per gallon motor fuel tax increase
QUESTION: Shall Springfield increase its motor vehicle fuel tax from 3 cents to
6 cents per gallon?
STATEMENT:
The City is responsible for maintaining a street system that provides safe and reliable
travel, and supports business. Existing funding is inadequate to address the backlog of
street repair and preservation projects. A 2015 street condition report determined that
51% of Springfield’s streets are in poor condition. The proposed tax increase would
raise approximately $1.1 million per year and would be dedicated to the reduction of
the backlog of street repair and preservation projects.
Approval of this Measure would increase the tax rate on motor vehicle fuel sold, used,
or distributed in the City from 3 cents per gallon to 6 cents per gallon. An annual report
would be published to document projects funded by the increased fuel tax revenue.

EXPLANATORY STATEMENT:
Measure raises $1.1 million annually and allows the City to reduce a backlog of street
repair and preservation projects through 3 cents per gallon motor fuel tax increase.
If approved by voters, the tax rate on motor vehicle fuel sold, used, or distributed in
the City increases from 3 cents per gallon to 6 cents per gallon.
Street preservation is less expensive than street reconstruction. City repair and
preservation projects would include slurry seal, overlay, restriping, crack seal, and other
preservation projects to extend the usable life of the roadway on local, collector, and
arterial streets within the City.
Revenue generated from a fuel tax increase would reduce the backlog of repair and
preservation projects. No additional City staff would be employed as a result of this
measure. Annual project reports published.
The 3 cents per gallon tax increase implemented no earlier than January 2017.
