RESOLUTION NO. 2016-16
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SPRINGFIELD,
OREGON, AUTHORIZING THE CONSOLIDATION OF FUNDS
WHEREAS, the City of Springfield, ("City") is a duly formed municipal corporation
within the State of Oregon and governed by its duly elected Mayor and Common
Council ("Council");
WHEREAS, the City has authority under Oregon state law to establish,
consolidate, and eliminate funds.
WHEREAS, the Council has the duty and authority to maintain and allocate funds
as necessary from the duly adopted budget to maintain the fiscal integrity of the City
and maximize efficiency for all departments of the City;
WHEREAS, fiscal efficiency requires that funds be closed and remaining balances
consolidated to other active funds;
NOW THEREFORE BE IT RESOLVED, the Council hereby authorizes the Finance
Director to close and consolidate funds, effective July 1st, 2016, as follows:
1) Close the Jail Operations Fund (Fund 202) and transfer any remaining balance
to the Police Local Option Levy Fund (Fund 236).
2) Close the SDC Regional Wastewater Debt Service Fund (Fund 312) and
transfer any remaining balance to the Regional Wastewater Fund (Fund 612).
3) Close the Sanitary Sewer Capital Projects Fund (Fund 409) and transfer any
remaining balance to the Sanitary Sewer Fund (Fund 611).
4) Close the Storm Drainage Capital Fund (Fund 425) and transfer any remaining
balance to the Storm Drainage Fund (Fund 617).
5) Close the Police Building Bond Capital Project Fund (Fund 428). There is no
residual balance to transfer.
6) Close the SDC Storm Drainage Improvement Fund (Fund 440) and transfer
any remaining balance to the Storm Drainage Fund (Fund 617).
7) Close the SDC Storm Drainage Reimbursement Fund (Fund 441) and transfer
any remaining balance to the Storm Drainage Fund (Fund 617).

8) Close the SDC Sanitary Sewer Reimbursement Fund (Fund 442) and transfer
any remaining balance to the Sanitary Sewer Fund (Fund 611).
9) Close the SDC Sanitary Sewer Improvement Fund (Fund 443) and transfer any
remaining balance to the Sanitary Sewer Fund (Fund 611).
10) Close the SDC Regional Wastewater Reimbursement Fund (Fund 444) and
transfer any remaining balance to the Regional Wastewater Capital Fund (Fund 433).
11) Close the SDC Regional Wastewater Improvement Fund (Fund 445) and
transfer any remaining balance to the Regional Wastewater Capital Fund (Fund 433).
12) Close the SDC Transportation Reimbursement Fund (Fund 446) and transfer
any remaining balance to the Street Capital Fund (Fund 434).
13) Close the SDC Transportation Improvement Fund (Fund 447) and transfer
any remaining balance to the Street Capital Fund (Fund 434).
ADOPTED by the Common Council of the City of Springfield this 20 day of
JUNE 2016 , with a vote of 5 for and o against.
