(formerly Treeman Design, Inc.), in the amount not to exceed $258,000 for FY17 FireMed Campaign advertising and marketing services. ISSUE STATEMENT: The FireMed program conducts its annual FireMed membership campaign, April 1 – June 30. Eugene Fire & EMS and Lane Rural Fire/Rescue remain as partners with Springfield Fire & Life Safety. Life Flight Network, LLC is our air medical partner (FireMed Plus) in the advertising and marketing of the FireMed program. ATTACHMENTS: 1. Drawn Contract Third Amendment DISCUSSION/ FINANCIAL IMPACT: FireMed accomplishes its large marketing campaign by pooling resources from FireMed agencies, clients, and Life Flight. Springfield provides program administration and coordination for the City of Eugene, Lane Rural Fire/Rescue, and Ashland Fire & Rescue. FireMed provides marketing, customer support, and data entry for Life Flight, LLC as an additional partner in the consortium. An RFP selection process was conducted in 2013 and Drawn, Inc. was chosen as the marketing and advertising agency for FireMed. This will be the third of four possible one year contract extensions. For the 2015 campaign, Springfield FireMed memberships held fairly steady with 9,921 members. Springfield’s membership revenue was $637,410. The total membership revenue for all FireMed partners was over $2.56 million. For the FY15 FireMed campaign, program expenditures accounted for $393,680 and of that $210,000 was for marketing and advertising. Springfield’s share of the total FireMed program expense was $147,419. The total adopted program expenditures for FY16 are $562,957 and Springfield’s share is estimated to be $150,754. Staff recommends that Council approve City manager to sign the third amendment.
