Dear Rod,
, It is my understanding that Goodwill Industries is working with the DMV to move their offices into Goodwill's
former day care building located on tax lot 5200, Map Number 17-02-31-00. This property recently weht through a
Metro Plan and Refinement Plan amendment and zone change from Heavy Industrial to Commercial with a
Nodal Overlay. One of the conditions o{the zone change was a requirement that all future site plan applications
comply with a trip monitoring plan. '
You have indicated to me that the DMV will not need to expand the existing building, but the building will need
to be gutted and completely remodeled. They will be expanding the parking lot, but at this point you are not .

The construction of the former day care facility was approved by a site plan modification in 1999 (1999-03-0090).
Because of the zoning requirement for the trip monitoring plan even a change in use of the building will require
some type of Site Plan ReVIew Modification. Whether it will be a Minor or Major will depend on the degree of site
modification proposed. When you have prepared an initial site plan"give me a copy and we will determine the
type of application you need.
You also inquired whether a building permit could be issued to work on the interior remodel of the building prior
to the completion of the site plan review modification. I checked with Gary Karp, the planner in our office who .
worked on the plan and zone change for this property. He said the City could issue building permits to work on
the interior of the building as long as a site plan review modification has been turned in. No occupancy will be
allowed w1til the site plari review modification is completed. ~lease understand that you would be undertaking
these improvements at your own risk if for some reason the site plan review modification were not approved.
I also found out that we allow Goodwill to use up to 10 parking spaces for used cars sales. Those 10 spaces cannot
be counted toward required parking.
