Re: WPRD Memorial Building Code Analysis
Dear Dave:
Willamalane Park & Recreation District has asked us to perform a building code analysis to determine
whether and existing kindergarten program in the Memorial Building at 765 A Streel can be relocated from
the stage area in the gymnasium to the upper floor. .
My research has revealed the following:
. ... "If the finished floor directly above a usable or unused under-floor space is more than 6 feel above
grade, as defined herein, for more Ihan 50 percent of Ihe lolal perimeter or is more than 12 feet above
grade, as defined, herein, at any poinl, such usable or unused under-floor space shall be considered
as a story". . (1997 UBC - Chapler 2, Definitions and Abbreviations, Section 220 - S)
Since the dislance from the top of Ihe finish floor at grade and the top of the next floor is 6'-4" above
Ihat, I am interpreting this to mean thai the below grade (basement) space of the building is to be
considered the first story. The next level would be considered the second story and the upper level the
third story. This being the case, use of the third floor of the building could not include kindergarten
activities.
Please review our findings and conclusions and confirm whether you agree or disagree. Atlhis point it
appears 10 us thatlhe kindergarten program cannot be relocaled.
