,As you are aware, on December 9, 1986 you were given 30 days to complete the
application you submitted for site plan review. As stated in the letter unless
a complete site plan or a waiver for continuance was submitted within that 30
day periOd your application would be denied.
Because you failed to submit a complete site plan, or request a waiver of the
30 day period your application has been denied, As Section 3.050 (6) of the
Springfield Development COde states, "When an application has been denied, no
new application for the same development application shall be filed within one
year of the date of the previous denial, unless the Approval Authority, for
good cause, grants permission to file a new application",
