OREGON 97477 PUBLIC WORKS October 27, 1980 346 MAIN STREET 726-3753 CERTIFIED LETTER Ms. Verna Davis 732 Game Farm Road Eugene, Oregon 97401 Dear Ms. Davis: At the request of the tenant, Mr. Dale Sessions, the Springfield Building Division conducted a courtesy inspection at 302 West Centennial Blvd., Springfield, Oregon, on October 10, 1980. We understand that you are the owner of said property. STRUCTURAL AND FIRE AND LIFE SAFETY: The following items must be installed, repaired, or replaced to conform to the Uni- form Housing Code as adopted by the City of Springfield: 1) The house flooring and floor supports in the kitchen and bathroom areas are deteriorated due to excessive moisture contact and improper maintenance of plumbing fixtures (U.H.C. 1001(c)). 2) The roofing has deteriorated and therefore fails to provide effective water- proofing of the dwelling (U.H.C. 1001(h)). 3) The foundation is inadequate for support of a permanent structure and fails to provide sufficient access and clearance to underfloor areas (U.H.C. 1001(c) 1 and 25l7(c) of the Oregon State Structural Specialty Code), SANITATION: The plumbing system is badly deteriorated and improperly maintained and falls into the category of hazardous plumbing as described in Section 100l(f) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing plumbing, at the time of its installation, may have met the standards of the code that was in existence at that time, alterations and/or improper maintenance require corrections to be made in acco~dance with both the Uniform Housing Code as adopted by the City of Springfield and the current Oregon State Plumbing Specialty Code (O.S.P.C.). 1) The sink waste drain line is broken, allowing waste water to spill directly onto the ground. The waste drain line must be connected so that it empties into the sanitary sewer system (O.P.S.C. 301). 2) The plumbing system must be maintained in a sanitary and safe operating condition. The sink water supply lines are leaking under the sink (O.P.S.C. 319). lou\.\~' ..' . . Ms. Verna Davis Courtesy Inspection 302 West Centennial Blvd. October 24, 1980 Page 2. 3) The water heater is required to have a water supply shut off valve and a pres- sure relief valve and drain which must be piped to the exterior of the struc- ture (O.P.S.C. 1005(b) and 1007(e)). 4) The waste sewage line for the house is open., Liquid waste is draining directly onto the ground (O.P.S.C. 301 and 319). Electrical safety violations were recently forwarded to you in the form of a City of Springfield Inspection Report. Because of the potentially hazardous conditions listed thereon, the electrical inspector has requested of Springfield Utility Board that the supply power be disconnected. Corrections relative to structural and plumb- ing violations must be completed by thirty (30) days from the date of this letter (November 27, 1980). Your anticipated cooperation is appreciated.
