ISSUE STATEMENT: The Springfield Flame sculpture is a unique artwork designed for the City of Springfield by artist Devin Laurence Field. The sculpture will stand approximately 70’ once installed, representing a beacon flame. The artwork is scheduled to be installed on property currently under ODOT ownership located at the south-east corner of the Gateway Blvd and Beltline intersection. ATTACHMENTS: Attachment 1 – Contract #1593 Devin Laurence Field Attachment 2 – Flame Sculpture Rendering DISCUSSION/ FINANCIAL IMPACT: Devin Laurence Field, LLC is being asked by the City of Springfield to design, construct, deliver and install an artistic permanent sculpture on property in the Gateway area, specifically tax lot 17-03-22-20-01200. The artwork is scheduled to be installed by the end of September 2016. The Gateway area of Springfield is a hospitality district, drawing visitors to shop, dine, and stay at one of the many stores, restaurants and hotels. The Flame sculpture acts as a beacon to this district and to Springfield generally, like a lantern left on for guests arriving at their destination. It is a way-finding landmark and a draw to shoppers. The sculpture features an intricately laser-cut stainless “flame” shape illuminated with colored LED light strips. The flame shape is suspended atop long, graceful curves of painted steel pipe which together create a highly unique structure. Like the Eiffel Tower, it will be one of the few large structures which can be represented by three simple strokes of the pen. As part of this contract, the artist will also provide the City an artistic logo/artwork representation of the flame to be used as branding or promotional artwork. Distinctive and eye catching, the sculpture and artwork makes a statement about a place of significance, of energy and action. The proposed contract with Devin Laurence Field is in the amount of $262,000, to be paid with funds made available by ODOT to the City for purposes specific to the installation of artwork in the Gateway area. At this time, staff are working to perform necessary due diligence on the ODOT owned parcels for the sculpture installation. Assessments will determine if the artwork is to be installed on the parcel(s) through property purchase or long-term easement.
