ACTION REQUESTED: Adopt or reject the following resolution: A RESOLUTION TO ACCEPT CITY PROJECT P21080; FRANKLIN/MCVAY SANITARY SEWER EXTENSION PROJECT. ISSUE STATEMENT: The work on this project has been completed by Wildish Construction, and final inspection, paperwork, and approval has been completed by City Staff in conjunction with designer MSA Inc. The Project is now ready for City Council to formally accept the work. ATTACHMENTS: 1. Resolution DISCUSSION/ FINANCIAL IMPACT: The Franklin/McVay Sanitary Sewer Extension was planned for in the 2014-2018 Capital Improvement Program (CIP). The project provides for the availability of sewer service to the eastern and southern portions of Glenwood along Franklin Blvd./McVay Hwy. Installation of this sewer also allows for less construction conflicts during the pending reconstruction of Franklin Blvd. In addition to the Sanitary Sewer work, the City coordinated with Springfield Utility Board (SUB) through an Inter-Governmental Agreement (IGA) to upgrade their water main underneath the Union Pacific Railroad (UPRR). Construction of the project included the following: • Installation of approximately 5,500' of new sanitary sewer pipe. • Installation of 22 new sanitary sewer manholes • Reconstruction of McVay Hwy to existing conditions (approx. 3,500’) • Upgrades to the Nugget Way Pump Station • Overlay of E 19th Street (900’) – Lane County • Installation of approximately 350’ of 24” ductile iron water pipe Sanitary Sewer Capital funds collected through user fees provided funding for this project and SUB provided the funding for the extension of their water main. The total approved project budget was $3,396,474 and the project was completed for $3,317,667. The final project costs do not take into account that SUB reimbursed the City for approximately $268,000 for their portion of the work. Project costs included $2,643,782 for construction, $413,613 for design/inspection and $260,272 for City staff to complete project management and inspection. All work done under this contract has been completed and inspected by the City Engineer and found to be satisfactory. RESOLUTION NO. _______ Acceptance WHEREAS, work on the improvement described below has been fully completed and has been duly inspected by the City Engineer of the City of Springfield: P21080; Franklin/McVay Sanitary Sewer Extension Project, and WHEREAS, said work was found to be in conformance with the terms of the contract now on file in the City Recorder’s office; and, WHEREAS, it is the recommendation of the City Engineer that this improvement project be accepted and permanently included in the improvement maintenance program of the City of Springfield. NOW THEREFORE BE IT RESOLVED as follows: 1) The Common Council of the City of Springfield does hereby accept for future maintenance the above-described project and accepts said improvement from the contractor involved. 2) This resolution shall take effect upon adoption by the Council and approval by the Mayor.
