Ratify the appointment of Victoria Doyle to serve a 3-year term on the Budget Committee for Ward 5 with a term to expire December 31, 2018. Ratify the appointment of Diana Alldredge to serve a 3-year term on the Budget Committee for Ward 6 with a term to expire December 31, 2018. ISSUE STATEMENT: The Budget Committee currently has 3 vacancies, Wards 3, 5 and 6, due to term expirations. The City advertised for potential candidates and the Council interviewed on March 14 Nathan Mischel for Ward 3, Victoria Doyle for Ward 5 and Diana Alldredge for Ward 6. The Council is being asked to appoint one applicant to each of the three positions. The appointee for Ward 3 will serve a one year term that will expire on December 31, 2016. The appointee for Ward 5 and 6 will serve a three year term that will expire on December 31, 2018. ATTACHMENTS: Attachment 1: Application of Nathan Mischel Attachment 2: Application of Victoria Doyle Attachment 3: Application of Diana Alldredge Attachment 4: Budget Committee Charge DISCUSSION/ FINANCIAL IMPACT: Three vacancies have occurred on the City’s Budget Committee due to the term expirations of members from the Ward 3, Ward 5 and Ward 6 positions. Each full term of the Budget Committee is for a 3-year period, with the positions staggered to have two vacancies occur every December. After interviews on March 17th, Council members directed staff to prepare as AIS for the appointment of Nathan Mischel for Ward 3, Victoria Doyle for Ward 5 and Diana Alldredge for Ward 6. The City’s charge for the Budget Committee (Attachment 4) states as a qualifier 6 members from the Council and 6 citizens by Ward (Citizen members may not be officers, agents or employees of the City, per ORS 294.336(4). What experiences I training I qualifications do you have for this particular board I commission I committee? My family owned a business for 18 years in Lane County and I was actively involved in the budget process for that. I was on the Budget committee for the City of Cottage Grove 20I0-2014 and -spent 4 years on the city council (stark differences between public and private sector budgets!) In my current position with the city I am involved with budget line items and budget journal entries as well as providing updated reporting to managers regarding their orgs, departments and funds. 2. What specific contribution do you hope to make? I was born at McKenzie Willamette and attended Thurston High School. We moved to Cottage Grove for over IO years and I spent 5 of those in local government. I believe as a community member we have an obligation to serve and be involved and I hope to understand the process Spfd uses to make the money spending decisions. I am invested in Springfield and choose to be a part of its future and growth any way I can! 3. Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not necessarily disqualify you from consideration.) I served on the LCOG budget committee with Mayor Lundberg and numerous committees throughout Lane County- allowing me to cross paths with several sitting councilors. I am a volunteer for Northwest Boxer Rescue and Oregon Saint Bernard Rescue. I am currently on a study group working with city management and union AFSCME reps to gain a clear understanding of the budgeting process as it relates to the bargaining table. 4. What community topics concern you that relate to this board I commission I committee? Why do you want to become a member? I do not have concerns; rather I am impressed with the good work the city of Springfield has done to revitalize the downtown and draw business to the area. When we were moving from CG, I specifically chose Springfield because as a Eugene City employee, I knew I could not participate in the political process or serve in the way I like to. This is my first step in learning about the community I love-Springfield. 5. Most boards I commissions I committees meet monthly. Subcommittees may meet more frequently. Meetings generally last one and one-half hours. It is highly recommended you attend a meeting before submitting the application. Please discuss why you are interested in serving on the City's Budget Committee. I have been interested and involved in local politics for many years. I learned and understand that I cannot make a lot of changes on the federal level. Likewise, even on the state level it is challenging to see affects of involvement while also raising a family, working full time, etc. As a citizen, I believe we have an obligation to be involved in local government because we CAN make a difference. Since it is tax dollars that are used to run the government, it is important to understand and have a voice in how those dollars are spent. By being on the budget committee, an average person in the community can understand the reasons why money is spent a certain way; realizing the constraints and requirements of a local governing body. I also feel strongly in being informed and having a relationship with councilors and the mayor so I can feel confident the representatives we elect are doing what is best for the people they serve. 2. Do you have any experience related to municipal finance or other public sector budgeting? The Budget Committee meets on Tuesdays in April and May, generally for a total of four or five meetings. The meetings start at 5:30 or 6:00 and usually last three hours. There is occasionally a mid-year meeting in December or January. What are your time constraints and availability, which may affect service on the Budget Committee?
