CITY OF SPRINGFIELD April 21, 1983 TO: Mike Kelly, Director of Public Works FROM: Lorne Pleger, ~'P Senior Plans Examiner'! , / SUBJECT: Recent Building Division Involvement In Rental Properties Owned By B.J. and Lilly Rogers ACTION RELATIVE TO 6495-A MAIN STREET 2-3-83: Courtesy Electrical Safety Inspection request by renter Susan Carroll, Items of concern listed were: 1) Exposed electrical wires. 2) Fuses blow when iron and dryer both operating. 2-10-83: Electrical Safety Inspection performed by Jim Matteson, City Electrical Inspector. 3-10-83: Certified letter mailed to Ms. Lilly Rogers, building owner, listing electrical safety items to be repaired or,replaced within 15 days, 2-10-83 through 3-20-83: During this time period tenants changed. 3-20-83: Fire occurred at 6495-A' Main Street resulting in estimated damage to building of $1500. to $2500. 3-21-83: Fire damage and electrical hazard report referred to Building Division by Fire Department listing burned rafters and damage to wiring. 3-22-83: Courtesy Inspection request made by new renters, Bradley W. and Roberta L. Edwards. Items of concern were: 1) Plumbing problems. 2) Electrical hazard, bare wires, lighting problems, etc. 3) Woodstove chimney 4) Dry rot and termite infestation. Floor in back room rotted out. 5) Windows in bedroom won't open, 3-22-83: Jim Matteson, attempting to investigate tenant complaint and electrical damage resulting from fire, was refused entry by owner, Lilly Rogers. Eugene Fire Department were there; and owner was already upset. 3-23-83: Roy Bordeaux, City Mechanical and Building Inspector attempted to inspect the house relative to the tenant complaint and fire damage report. Since the house was locked he was unable to gain entry, but based on damage visible through the windows he posted the house with "DO NOT OCCUPY" stickers. , ; , 3-23-83: Jim Matteson, Electrical Inspector, also attempted to inspect the house but found it locked. 3-31-83: Roy Bordeaux met the tenant of the house and conducted a Fire Dam- age and Courtesy Inspection. He took photographs of damaged areas for Building Division file. 4-4-33: Roy Bordeaux wrote a letter to Lilly Rogers, the owner, listing items requiring correction within 30 days. 4-5-83: The above letter was typed and mailed by the City Building Division. 4-6-33: While driving by during his dailing inspections, Roy Bordeaux noticed work being done by contractors and placed a "STOP WORK" order on the job until required permits were obtained. 4-8-83: Excel Construction obtained pennit for fire damage repair only, fn- dicating other required correction items were not in their contract and were the owners responsibility. 4-12-83: Jim Matteson approved some rough" electrical work. 4-13-83: Roy Bordeaux gave partial O.K. to framing so wall finish could be applied. 4-20-83: For rent sign noted by Building Division, and of required corrections have been requested. "DO NOT OCCUpy" poster on structure. Other unrelated action on a property owned by B.J. Roqers at 1182 North "A" Street: no final inspections Roy to post large 3-23-83: As part of the Sewer Rehabilitation Program, Ed Brath, City Plumbing Insoector, met with B.J. Rogers, owner of rental house at 1182 North "A" Street, regarding required Sanitary Sewer corrections. 4-4-83: Complaint received by Sally Johnson, Building Division Environmental Inspector, regarding unsafe carport at 1182 North "AU Street. 4-4-33: Sally investigated the above complaint, and found the carport lying on the ground.
