HomeMy WebLinkAbout01/19/2016 RegularCity of Springfield Regular Meeting MINUTES OF TITE REGULAR MEETING OF THE SPRINGFIELD CITY COUNCIL HELD TUESDAY JANUARY 19, 2016 The City of Springfield Council met in regular session in the Council Chambers, 225 Fifth Street, Springfield, Oregon, on Tuesday, January 19, 2016 at 6:56 p.m., with Mayor Lundberg presiding. ATTENDANCE Present were Mayor Lundberg and Councilors VanGordon, Wylie, Moore, Woodrow and Pishioneri. Also present were City Manager Gino Grimaldi, Assistant City Manager Jeff Towery, City Attorney Mary Bridget Smith, City Recorder Amy Sowa and members of the staff. Councilor Ralston was absent (excused). PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Lundberg. SPRINGFIELD UPBEAT 1. Mayor's Recognition a. Mayor Lundberg recognized Cub Scout Pack #75 and their den leaders Chrystal and Stephanie who were in attendance. The scouts were attending to help earn their citizen badge. She welcomed them to the meeting. 2. Other a. Employee Recognition: Jim Donovan, 20 Years of Service. Gino Grimaldi, City Manager, presented the staff report on this item. Mr. Grimaldi noted the many projects Mr. Donovan has been involved in over his career, and his passion for his work, community and family. He noted the positive feedback the City had received regarding Mr. Donovan's work. Mr. Donovan thanked the City for the opportunity to serve the public. He acknowledged the leadership in the City and the productive relationship with the Council over the years. Mayor Lundberg said she appreciated how he worked towards a solution when faced with difficult situations. Councilor Moore thanked him for his respectful nature in working with the marijuana industry owners. Councilor Pishioneri said every interaction with Mr. Donovan had been positive. RESOLUTION NO 2016-01 — A RESOLUTION TO ACCEPT CITY PROJECT P31026, HIGH BANKS BUSINESS PARK PUBLIC IMPROVEMENT PROJECT, 5250 HIGH BANKS ROAD. 4. Ordinances 5. Other Routine Matters a. Accept the City's Fiscal Year 2015 Comprehensive Annual Financial Report. b. Authorizes the City Manager to Execute a Purchase and Sale Agreement with PCLT Development, LLC, for Property Commonly known as 753 Centennial Boulevard, Including any Additional Modifications to the Terms of the Agreement that do not Affect the Purchase Price and as Approved by the City Attorney and City Manager. c. Authorize the City Manager to Enter an agreement with Willamette Community Health Solutions DBA Cascade Health Solutions to Provide Inmate Medical, Mental Health, and Dental Services to the Springfield Municipal Jail. IT WAS MOVED BY COUNCILOR WOODROW WITH A SECOND BY COUNCILOR WYLIE TO APPROVE THE CONSENT CALENDAR. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0 AGAINST (I ABSENT — RALSTON). Speakers may not yield their time to others. BUSINESS FROM THE AUDIENCE COUNCIL RESPONSE CORRESPONDENCE AND PETITIONS = ORDINANCES BUSINESS FROM THE CITY COUNCIL 1. Committee Appointments 2. Business from Council City of Springfield Council Regular Meeting Minutes January 19, 2016 Page 3 a. Committee Reports 1) Mayor Lundberg acknowledged Councilor Woodrow who received the award of First Citizen of Springfield during the Springfield Chamber of Commerce Dinner on Friday, January 15. Councilor Woodrow said she was humbled and honored to receive this award. 2) Councilor Moore spoke about the Mayor's State of the City address and said she appreciated her speech and the emphasis on our home town feel. She felt the whole event had a home town feel. Councilor Moore said she attended the Martin Luther King Jr. March and Celebration on Monday, January 18, 2016. She noted the student art and displays at the high school. Mayor Lundberg thanked the Officer Kirkpatrick who stopped the traffic so those marching could walk in the street, giving the group a better sense of cohesion. 3) Councilor Pishioneri reported on the Metropolitan Wastewater Management Commission (MWMC) meeting. He noted some of the large projects they have planned for facilities. Bill Hamann, Environmental Services Program Manager with the City of Springfield is retiring on January 29. He has been in public service for 30 years and with the City of Springfield for about 12-13 years. 4) Mayor Lundberg noted that Councilor Moore had been appointed to two League of Oregon Cities (LOC) committees: Energy Policy Committee and Community Development Committee. b.
