ISSUE STATEMENT: The term of Springfield’s current citizen representative, Doug Keeler, on the MWMC expires February 1, 2016. Council interviewed one applicant at the January 25, 2016 work session, and is requested to appoint one citizen representative to the MWMC. Springfield is represented by one City Councilor, Joe Pishioneri, and one citizen, Doug Keeler. Mr. Keeler has represented Springfield on the Commission since 1997. A media advisory was sent out announcing the vacancy and applications were accepted from December 17, 2015 through January 11, 2016. One application was received, and Council reviewed the application and conducted an interview at the January 25, 2016 work session. At the February 1, 2016 regular meeting, Council is requested to appoint one citizen representative to the MWMC for the term ending February 1, 2019. What experiences I training I qualifications do you have for this particular board I commission I committee? I earned a civil engineering degree from Oregon State University and have been a registered, professional environmental engineer in Oregon since 1998. I have served on various local water resources boards in Lane County for a total of over 25 years. I have also managed a major wastewater treatment facility. 2. What specific contribution do you hope to make? MWMC is a successful organization that has reliably provided quality wastewater treatment service to our community since its inception. If reappointed, I will continue to help the Commission balance its mission to protect the environment and steward the resources the community provides to do this work. 3. Briefly describe your involvement in relevant community groups and activities. (Lack of previous involvement will not necessarily disqualify you from consideration.) In addition to my I 7 years with MWMC, I have served as a board member on the Rainbow Water District for over I 0 years. 4. What community topics concern you that relate to this board I commission I committee? Why do you want to become a member? We know that State and Federal environmental regulations continually trend toward lower impact wastewater discharges. Despite the $194 million capital improvements the Commission has successfully undertaken, there will be more work to do. A big part of this effort will continue to be to influence governmental policies which will affect us, and I want to help in this and all other efforts the Commission is charged with. 5. Most boards I commissions I committees meet monthly. Subcommittees may meet more frequently. Meetings generally last one and one-half hours. It is highly recommended you attend a meeting before submitting the application.
