Employee Recognition: Greg Mott, 40 Years
1. What personnel data, promotions, career highlights, and significant accomplishments best tell our
Council about the employee?
Greg started in 1975 as half-time planner aide under President Ford’s jobs training program.
Advanced from there to Planner 1, Planner 2, Associate Planner, Principal Planner, Senior Planner,
Planning Supervisor, Planning Manager and is currently the Division Manager of Current
Development for DPW.
Responsible for management and oversight of development review and land use applications,
building plans, permits, inspection services, code enforcement, public improvement projects, and
land drainage and alteration permitting.
He is primary staff support to the Springfield Planning Commission, having trained and guided
dozens of members over the years through complex land use decision making processes.
2. How has the Department changed over the employee’s career?
Multiple departmental and program reorganzations over the last 40 years, most recently the merger
of Development Services and Public Works into DPW.
Has served 4 city managers and 6 department directors and numerous Councils and Planning
Commissions.
3. How has the employee grown in their position and their career?
He is one of the longest serving planners in Oregon with direct involvement and contributions to
Oregon’s Land Use system, from the early beginnings of SB100, to the Metro Plan, to Springfield’s
own Comprehensive Plan
He is considered a statewide expert on Oregon’s land use system.
He has served on numerous task forces and committees that advise the state on land use issues and
legislation affecting land use.
4. What significant projects or events has the employee been involved in?
Joint adoption with Eugene and Lane County of the Metro Plan, the only jointly administered
comprehensive plan in the state when adopted in 1982
Adoption of the Springfield Development Code 1987
Establishment of the Committee for Citizen Involvement
Establishment of the Historic Commission
Adoption of the Washburn Historic District
Relocated from former City Hall in the Odd Fellows Building at 4th and Main to new City Hall in
former Downtown Shopping Mall at 5th and A Streets
Transfer of planning and building authority in the urbanizable fringe area from Lane County to the
City of Springfield (first jurisdictional transfer of its kind in the state) 1987
Metro Plan amendment to allow development of the Gateway Mall 1985
Metro Plan and Development Code amendment to allow development of SONY Disc plant
Adoption of the Gateway Refinement Plan
Adoption of the City’s first tree felling ordinance
Adoption of the City’s Willamette River Greenway ordinance, boundary and overlay district
Joint completion with Eugene and Lane County of state acknowledgment of first Periodic Review of

5. What positive comments do his/her co-workers have to share about the employee?
He is known for his elocution skills and ability to extemporaneously espouse on the virtues and vices
of any given issue
He is a mentor to many people in the planning field and a fount of knowledge and wisdom
He is a deeply caring and committed individual who manifests his belief in customer service in his
daily interactions with staff and the public
