HomeMy WebLinkAbout11/23/2015 Work SessionCity of Springfield Work Session Meeting MINUTES OF THE WORK SESSION MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY NOVEMBER 23, 2015 The City of Springfield Council met in a work session in the Jesse Maine Meeting Room, 225 Fifth Street, Springfield, Oregon, on Monday November 23, 2015 at 5:30 p.m., with Mayor Lundberg presiding. ATTENDANCE Present were Mayor Lundberg and Councilors VanGordon, Moore, Ralston, Woodrow and Pishioneri. Also present were City Manager Gino Grimaldi, Assistant City Manager Jeff Towery, City Attorney Mary Bridget Smith, Administrative Specialist AJ Ripka, and members of the staff. Councilor Wylie was absent (excused). Mayor Lundberg asked the Council if they wanted to deliberate on each committee appointment after each set of interviews. Council agreed to that process. 1. Community Development Advisory Committee (CDAC) Interview. Erin Fifield, Community Development Analyst, presented the staff report on this item. The City is seeking to fill three vacancies on the CDAC, each for a 4 year term beginning January 1, 2016. Two candidates — Martha Brandl and Scott Chase — were interviewed by Council on November 9, 2015. This candidate — Isabelle Mathews — is the third and final applicant to be interviewed. The Community Development Advisory Committee (CDAC) advises Council on matters related to the City's housing and community development activities funded by federal Community Development Block Grant (CDBG) dollars, for the purposes of benefiting low and moderate -income residents and improving downtown. The CDAC recommends annual CDBG funding priorities and allocations to Council in line with the adopted Eugene -Springfield Consolidated Plan. All three upcoming vacancies have term expirations. on December 31, 2015. Two members have served two consecutive full terms, and can't reapply, per the By-laws. One member resigned this year due to a scheduling conflict. Council is scheduled to appoint new members during Regular Session on December 7, 2015. Mayor Lundberg said the Council had the questions before them and would be asking the same questions they asked of the first two applicants on November 9. Because Councilor Wylie was absent, Councilor Woodrow would ask her question. Mr. Grimaldi noted that the agenda had been adjusted to remove the street fund item to a later date when they will have more time for that discussion. City of Springfield Council Work Session Minutes November 24, 2015 Page 2 The Mayor and Council introduced themselves and interviewed Isabelle Mathews asking the following questions: 1. Why are you interested in serving on the Community Development Advisory Committee (CDAC)? (Mayor Lundberg) 2. Describe your professional and personal experience as it relates to your desire to become a CDAC member. (Councilor Moore) 3. Describe your familiarity with Springfield's affordable housing and community needs resources. (Councilor Woodrow) 4. What is it about affordable housing and community development that interests you most? (Councilor VanGordon) 5. What skills and abilities do you bring that will contribute to an effective community advisory committee? (Councilor Ralston) 6. Describe your style of communication and your approach to consensus -making. (Councilor Woodrow) 7. What does an economically and socially vibrant Springfield look like to you? (Councilor Pishioneri) Council discussed the qualifications of all three of the applicants. Consensus was to appoint all three applicants to the CDAC. 2. Bicycle and Pedestrian Advisory Committee (BPAC) Interviews. Emma Newman, Transportation Planner, presented the staff report on this item. The City is seeking to resume full membership on the BPAC by appointing 10-16 new members. The Springfield Bicycle and Pedestrian Advisory Committee (BPAC) had fourteen (14) voting committee members in December 2014; however, seven (7) committee members' terms expired at the end of December 2014. The vacated positions were not filled at that time. Currently the committee consists of the seven (7) remaining voting members, whose terms will expire at the end of December 2015. City Council interviewed four (4) candidates for the BPAC on October 26"'. No appointment decisions were made during the October 26th work session so that Council could hear all applicants first before deciding on appointments. Council is requested to interview the remaining applicants who have applied for the committee this fall. The BPAC bylaws state, "Membership on the Committee shall be two year terms. Half of the member's terms shall be odd year followed by even year terms and the second half shall be even year followed by odd year terms. A term shall commence on January 1 st." Out of the applicants who interviewed in October, Jerry Hooton, Ronna Frank, and Steven Braun expressed a preference to serve until the end of 2016. Allison Camp expressed a preference to serve until the end of 2017. The bylaws also state, "Committee members may reapply after one term, but may only serve two consecutive terms, unless specifically directed otherwise by the Council.." Bill Bennett and Hanalei Rozen have served the last two consecutive terms on the BPAC. Appointments are scheduled for the December 7, 2015 regular session. Mayor Lundberg asked to have the names of people previously interviewed at the top of the schedule, noting that they had already been interviewed. She also asked that the applications be put in the packet in the same order as the interviews for easy reference. The Mayor and Council introduced themselves and interviewed the following applicants: • Claudia Denton • Darla Robbins • Holle Bauer Schaper • Jacqueline Giacomelli • Jeff Sakacsi • Kevin Schaper • Hanalei Rozen • Bill Bennett • Robin Clevenger The following questions were asked of each applicant: 1. Why are you interested in serving on the Bicycle and Pedestrian Advisory Committee (BPAC)? (Mayor Lundberg) 2. Describe your experience as it relates to your desire to become a BPAC member. (Councilor Ralston) 3. What initiatives are you interested in working on if you are appointed as a BPAC member? (Councilor Moore) 4. Describe your familiarity with the City's walking and biking infrastructure and amenities. (Councilor Pishioneri) 5. What is it about pedestrian and bicycle issues that interests you most? (Councilor VanGordon) 6. Have you attended a BPAC meeting? If so, what were your impressions? (Councilor Woodrow) Council discussed the qualifications of all of the applicants. City Attorney Smith referred to the bylaws regarding terms for each for the Council to consider when appointing to the different terms. Mayor Lundberg said the Council would likely appoint half to the one-year term and half to the two- year term. Council discussed the two members that had already served two terms. Following Council discussion, Council decided to appoint the following people to the BPAC: 1 -year term (through Dec 2016) Steven Braun Ronna Frank Jerry Hooton Jacqueline Giacomelli Holle Bauer Schaper City of Springfield Council Work Session Minutes November 24, 2015 Page 4 2 -year term (through Dec 2017 Allison Camp Robin Clevenger Darla Robbins Claudia Denton Jeff Sakacsi Kevin Schaper Mayor Lundberg discussed the purpose of the BPAC and the feedback and recommendations the Council hopes to get from this committee.
