Moffitt Elementary/Hamlin Middle School - Zoning/Low Density Residential; Metro Plan
Designation/Low Density Residential. The applicant proposes parking lot improvements
and improvements to the L' Street and Moffitt Lane entr~nces from North 5th Street.
There was no pre-application conference.

WAT NEEDS TO BE DONE TO OBTAIN FINAL SITE PLAN APPROVAL?
1. A Final Site Plan drawn to scale is required within 90 days of the date of this
letter._ The following revisions need to be shown on your Final Site Plan (Refer to
Attachment A):
a. Additional plants and trees need to be shown in the parking lot island and the
grass area 'shown on the north side of the parking lot.
b., The revised handicap parking stall width (13 feet).
c. The relocation of the power pole and water'meters, as applicable.
d. ,The location/rel~cation of any existing fire hydrants.
2. A signed Development ,Agreement.

Vhen the following Springfield Development Code Standards have been met, this
application will have demonstrated compliance with the applicable standards of this
Code.

The proposed parking lot combined with the existing parking lot more than meets the
required amount of parking.

The proposed parking lot will have primary access from L Street and Moffitt Lane
which are short local streets beginning at N. 5th Street and ending in the school
property. These local streets act more like driveways than streets. Only one
property takes access from L Street; there is no access to property along Moffitt
Lane. Secondary access to the proposed parking lot is directly from Centennial
Blvd. Both Centennial Blvd. and N. 5th Street are classified as Minor Arterials.
[Xl SCHOOLS SHALL HAVE A PLANTED FRONT YARD SETBACK OF 15 FEET AND PLANTED SIDE AND
REAR YARD SETBACKS OF 20 FEET.
The proposed parking lot is more than 20 feet from any school property line.

Planting Standards (Ref. Section 31.140(3))
(X] PARKING LOT PLANTING AREAS SHALL INCLUDE ONE TREE THAT MEETS CITY STREET TREE
STANDARDS IN ACCORDANCE VITH SECTION 32.050 OF THE SPRINGFIELD DEVELOPMENT CODE AND
AT LEAST 4 SHRUBS, 5 GALLONS OR LARGER, FOR EACH 100 SQUARE FEET OF PLANTING AREA.
SHRUBBERY THAT ABUTS PUBLIC RIGHT OF VAY OR THAT IS PLACED IN THE IluuUOR OF ANY
PARKING LOT SHALL GENERALLY NOT EXCEED 2 1/2 FEET IN HEIGHT AT MATURITY.
This standard applies to the entire island and the grass area shown on the north
side of the parking lot.
Parking area Improvement Standards (Ref. Section 31.190)
(X] PARKING AND CIRCULATION AREAS MUST BE PAVED AND STRIPED, AND VBEEL STOPS MUST BE
INSTALLED.
The proposed parking lot will be paved, striped and concrete curb will be
installed. Please refer to the Site Plan. Please be aware that the width of a
handicap parking stall is 13 feet, not 12 feet as shown on the plan.
The design for the improvement of L Street and Moffitt Lane will not be reviewed as
part of' this Site Plan application. Please coordinate your final design with Gary
McKenney, Transportation Manager and Les Craigmile, Construction Inspector II.
ADDITIONAL INFORMATION
1. The power pole at the southwest corner of L Street needs to be relocated. Contact
Virgil Langley at the Springfield Utility Board for costs and location.
2. Yater meters shown on the plan may have to be relocated. Contact Chuck Davis at
the Springfield Utility Board.
3. Post L Street and Moffitt Lane for no parking.
