ISSUE STATEMENT: The Springfield Utility Board (SUB) has requested that the City grant SUB an easement across property the City owns containing the Q Street Channel in the vicinity of 16th and 17th Streets, for the purpose of relocating and consolidating already existing underground water lines and overhead power lines into a joint underground trench containing both water and power services. Springfield Utility Board Right Of Way Underground Easement DRAFT TEMPLATE provided by SUB DISCUSSION/ FINANCIAL IMPACT: The Springfield Utility Board has used and maintained underground water service lines and overhead power service lines across the Q street Channel and Highway 126 at the vicinity of 16th and 17th Streets. SUB staff recently informed City staff that they desire to consolidate both power and water services crossing the City owned Channel and Highway 126 by tying these facilities together from 16th Street to 17th Street for redundancy, which will improve reliability to citizen customers, and by installing the overhead electric facilities underground within the same trench as the waterline. SUB states that the ground conditions will be restored as found, if not better. SUB will supply the City with a fully completed recordable easement document to review and execute upon approval. (A template of the document along with the depiction of the requested easement has been supplied at this time.) Granting this easement to the Springfield Utility Board across City owned property results in no financial impact to the City.
