HomeMy WebLinkAbout11/02/2015 RegularCity of Springfield Regular Meeting MINUTES OF THE REGULAR MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY NOVEMBER 2, 2015 The City of Springfield Council met in regular session in the Council Chambers, 225 Fifth Street, Springfield, Oregon, on Monday, November 2, 2015 at 7:00 p.m., with Mayor Lundberg presiding. ATTENDANCE Present were Mayor Lundberg and Councilors VanGordon, Wylie, Moore, Ralston, and Woodrow. Also present were City Manager Gino Grimaldi, Assistant City Manager Jeff Towery, City Attorney Mary Bridget Smith, City Recorder Amy Sowa and members of the staff. Councilor Pishioneri was absent (excused). PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Lundberg. SPRINGFIELD UPBEAT 1. Mayor's Recognition a. Radiologic Technology Week Proclamation. Mayor Lundberg read from the proclamation, acknowledging November 8-14, 2015 as National Radiologic Technology Week and urged all citizens to recognize this event and participate in its observance. Mayor Lundberg said tomorrow is the election and she hopes everyone gets out and votes for the Fire Levy so it will pass. 2. Mayor Lundberg said the Halloween event at City Hall was a lot of fun. She thanked City staff for putting on the event and said the fruit cups were very popular. BUSINESS FROM THE CITY MANAGER 1. Eugene -Springfield HOME Consortium IGA for FY 2016-2018. RESOLUTION NO. 2015-35 — A RESOLUTION OF THE CITY OF SPRINGFIELD AUTHORIZING THE CITY MANAGER TO EXECUTE THE 2015-2018 EUGENE -SPRINGFIELD HOME CONSORTIUM INTERGOVERNMENTAL AGREEMENT. Erin Fifield, Community Development Analyst, presented the staff report on this item. This IGA reflects the changes to the Eugene -Springfield HOME Consortium as a result of the HUD 2014 monitoring findings, as well as the direction from City Council during work session on City of Springfield Council Regular Meeting Minutes November 2, 2015 Page 3 November 24, 2014. The resolution will be attached to the IGA as proof the City Manager has signing authority. Springfield is not of sufficient size to receive HOME funds directly from HUD and for many years has joined with Eugene in a HOME Consortium. Prior to FY2015, HUD allocated HOME funds to Eugene, with a portion passed through to Springfield. In 2014, HUD's monitoring of the Eugene- Springfield HOME Consortium found multiple issues in how Springfield had managed projects and how Eugene had provided program oversight. As a result HUD required the Consortium to create a new Lead Entity model. Based on HUD's requirements and Council's direction, Eugene and Springfield staff have developed a new structure for the Consortium with Eugene as the Lead Entity. In this model, the HOME program is staffed and managed by Eugene and overseen by a governing body that has equal representation from both cities. The HOME governing body will consist of the two Mayors and a City Councilor from each city, and will oversee the allocation of HOME funds to specific projects based on qualified applications submitted, reviewed, and recommended by an Evaluation Committee. HUD annually calculates total HOME funds available and will set the amount for distribution in each jurisdiction. The Evaluation Committee will be appointed annually by the governing body to review and rank funding proposals, and will include the members of the governing body plus community members and others with technical expertise related to financing and delivering affordable housing projects. Because Eugene would be serving as the Lead Entity for the Consortium, Springfield will have fewer administrative responsibilities, and will accordingly receive less reimbursement for administrative costs. Under the new model, Springfield will be able to recover up to 10% of total HOME Consortium administrative funds available, compared to 30% under the previous model. Springfield staff will shift their focus from administering the program to working with affordable housing providers to identify and develop projects in Springfield. IT WAS MOVED BY COUNCILOR WOODROW WITH A SECOND BY COUNCILOR WYLIE TO AUTHORIZE THE CITY MANAGER TO EXECUTE THE EUGENE- SPRINGFIELD HOME CONSORTIUM INTERGOVERNMENTAL AGREEMENT (IGA) EFFECTIVE JULY 1, 2015 THROUGH JUNE 30, 2018. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0 AGAINST (1 ABSENT — PISHIONERI). BUSINESS FROM THE CITY ATTORNEY City Attorney Mary Bridget Smith said their office was looking into the correspondence from Lane County regarding e-cigarettes. They are also keeping track of what is happening at the legislature regarding this topic so will be ready to provide some advice and input in the near future. Councilor Wylie asked about the marijuana laws. Ms. Smith said they will bring information to Council during their November 9 work session. During that session, they will be addressing three areas: taxing, business licensing, and land use regulations. They will also look at the difference between medical marijuana and recreational marijuana. They hope to get direction from Council on those three areas and then come up with a plan to move forward.
