HomeMy WebLinkAbout09/21/2015 RegularCity of Springfield Regular Meeting MINUTES OF THE REGULAR MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY SEPTEMBER 21, 2015 The City of Springfield Council met in regular session in the Council Chambers, 225 Fifth Street, Springfield, Oregon, on Monday, September 21, 2015 at 7:00 p.m., with Mayor Lundberg presiding. ATTENDANCE Present were Mayor Lundberg and Councilors Wylie, Moore, Ralston, Woodrow and Pishioneri. Also present were City Manager Gino Grimaldi, Assistant City Manager Jeff Towery, City Attorney Lauren King, City Recorder Amy Sowa and members of the staff. Councilor VanGordon was absent (excused). PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Lundberg. SPRINGFIELD UPBEAT 1. Mayor's Recognition 2. Other a. Employee Recognition: Wayne Pearson, 25 Years of Service. Gino Grimaldi, City Manager, introduced Mr. Pearson and acknowledged his years of service with the Springfield Fire Department. He noted the many accomplishments of Mr. Pearson and his service, not only to the department, but also to the community. Mr. Pearson introduced his father, fiance and daughter who were in the audience. He said it was great living and raising a family in Springfield, and working here as well. CONSENT CALENDAR 1. ORDINANCE NO. 6342 — AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN TERRITORY TO THE CITY OF SPRINGFIELD, AND WILLAMALANE PARK AND RECREATION DISTRICT, AND WITHDRAWING THE SAME TERRITORY FROM THE W1L,LAKENZIE RURAL FIRE PROTECTION DISTRICT City of Springfield Council Regular Meeting Minutes September 21, 2015 Page 2 5. Other Routine Matters a. Contract with Hawes Technologies (Hawes/HTL) for $120,000 and Authorize and Direct the City Manager to Execute all Documents Required to Effect the Transaction. IT WAS MOVED BY COUNCILOR WOODROW WITH A SECOND BY COUNCILOR WYLIE TO APPROVE THE CONSENT CALENDAR. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0 AGAINST (1 ABSENT — VANGORDON). Speakers may not yield their time to others. BUSINESS FROM THE AUDIENCE Scott Rohter, Lane Coun , , Oregon. Mr. Rohter said he was author of HB3453, a foreclosure reform bill that passed the Legislature in 2010. Everybody likes to talk about the poor, minorities and undocumented workers and how much they care about them, yet he did something. He said he is a minority, a Jew, but does not ask for government entitlements or handouts. He works hard for everything he has. He was here to speak on behalf of Councilor Dave Ralston, often persecuted for his conservative views. He is a minority on the Council and the only one left that can still think for himself. Councilor Ralston has been misquoted and ridiculed and attacked for not voting for a member of the Police Advisory Committee. It was said that Councilor Ralston voted against this person because he was a minority, which was not true. There was a minority member appointed to the committee and the next position was to be filled with someone from the faith community. Councilor Ralston did not vote for this candidate because there was already a minority position on the committee and he felt there was no point in nominating another minority as they would have been over represented. COUNCIL RESPONSE CORRESPONDENCE AND PETITIONS IM ORDINANCES BUSINESS FROM THE CITY COUNCIL 1. Committee Appointments a. Library Advisory Board Appointments Rob Everett, Library Director, presented the staff report on this item. The Library Board is seeking to fill one (1) current and four (4) upcoming vacancies as four board position terms expire on December 31, 2015. City of Springfield Council Regular Meeting Minutes September 21, 2015 Page 3 The Springfield Library Advisory Board interviewed four candidates at their September 1St regular meeting in an effort to fill a current vacancy caused by the early resignation of Gary Ross (term expires on December 31, 2016) and to fill upcoming vacancies caused by four December 31,2015 term expirations. Two candidates withdrew before the completion of the interview process. The Board forwarded its recommendations to the Council who, following their own interviews held on September 14th, 2015 determined to make the following appointments: reappoint Board members Barbara Stramler and Robyn Sattler to a second 4 -year term (expires December 31, 2019); appoint Kristine Fuller to complete the term of the currently open seat (expires December 31, 2016); and appoint Linda Mears and Kim Thompson to 4 year terms beginning January 1, 2016 and ending December 31, 2019. IT WAS MOVED BY COUNCILOR WOODROW WITH A SECOND BY COUNCILOR WYLIE TO RE -APPOINT BARBARA STAMLER AND ROBYN SATTLER WITH TERMS EXPIRING DECEMBER 31,2019; APPOINT KRISTINE FULLER WITH A TERM EXPIRING DECEMBER 31,2016; APPOINT LINDA MEARS AND KIM THOMPSON TO THE LIBRARY BOARD WITH TERMS BEGINNING JANUARY 1, 2016 AND ENDING DECEMBER 31, 2019. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0 AGAINST (1 ABSENT — VANGORDON). b. Appointment for Springfield Representative on the Lane Regional Air Protection Agency (LRAPA) Board. Jeff Towery, Assistant City Manager, presented the staff report on this item. The LRAPA Board is a nine -member board which meets monthly to establish policy and adopt agency regulations. To date, Springfield has had one city councilor as the representative on the LRAPA Board. Due to an increase in population, Springfield is now eligible for a second representative on the Board. The Lane Regional Air Protection Agency was created in 1968 to achieve and maintain clean air in Lane County, Oregon in a manner consistent with local priorities and goals. With the support of its member entities, which include Lane County and the cities of Eugene, Springfield, Cottage Grove and Oakridge, LRAPA carries out its mission to protect and enhance air quality through a combination of regulatory and non -regulatory programs and activities. To date, Springfield has had one city councilor as the representative on the LRAPA Board. Due to an increase in population, Springfield is now eligible for a second representative to serve on the Board. The second representative is to be appointed by the Springfield City Council. Section IX of the Council Operating Policies and Procedures outline the following: 1.3) Springfield's boards, commissions, committees, and task forces bring together citizen viewpoints which might not otherwise be heard. Persons of wide-ranging interests who want to participate in public service but not compete for public office may choose to be involved in advisory boards, commissions, committees and task forces instead. They also help fulfill the goals of the City's adopted Citizen Involvement Program to have an informed and involved citizenry. After several recruitment periods for this position, a total of three candidates applied. Interviews for this position were held on June 22, 2015 (two applicants) and September 8, 2015 (one applicant). Appointment of the citizen representative to the LRAPA Board must be confirmed during a Regular Session. City of Springfield Council Regular Meeting Minutes September 21, 2015 Page 4 IT WAS MOVED BY COUNCILOR WOODROW WITH A SECOND BY COUNCILOR WYLIE TO APPOINT BILL CARPENTER AS THE SPRINGFIELD REPRESENTATIVE ON THE LANE REGIONAL AIR PROTECTION AGENCY (LRAPA) BOARD. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0 AGAINST (1 ABSENT — VANGORDON). 2. Business from Council a. Committee Reports b. Bicycle/Pedestrian Advisory Committee (BPAC) Bylaws Amendment. Mr. Towery said based on discussions about further amendments to the Bylaws during the work session, this item will be tabled until a future meeting. BUSINESS FROM THE CITY MANAGER BUSINESS FROM THE CITY ATTORNEY City Attorney Mary Bridget Smith spoke regarding status of the Verizon cell tower application. She noted that Verizon would be sending an amended site plan. Her understanding is that the Council wishes to have the new application heard by the Planning Commission. IT WAS MOVED BY COUNCILOR WOODROW WITH A SECOND BY COUNCILOR WYLIE TO HAVE THE PLANNING COMMISSION HEAR THE RECONSIDERATION OF VERIZON'S AMENDED SITE PLAN REGARDING TYP315-00003, TYP215-00012. THE MOTION PASSED WITH A VOTE OF 5 FOR AND 0 AGAINST (1 ABSENT — VANGORDON). Ms. Smith said their firm had been approached to do legal counsel work for LRAPA.
