AN ORDINANCE ADDING TO THE SPRINGFIELD MUNICIPAL CODE A
PROHIBITION AGAINST URINATION OR DEFECATION IN PUBLIC VIEW OR IN
A PUBLIC PLACE, EXCEPT IN A LAVATORY, ADDING SECTION 5.279
"URINATING OR DEFECATING", AMENDING CHAPTER 5 "NUISANCES" OF THE
SPRINGFIELD MUNICIPAL CODE AND DECLARING AN EMERGENCY.
THE CITY OF SPRINGFIELD DOES ORDAIN AS FOLLOWS:
section 1. Springfield Municipal Code Chapter 5 "Public
Protection" is hereby amended by the addition of Section 5.279 as
follows:
"5.279 Urinating or Defecatinq.
No person shall urinate or defecate in public view, or in a
public place, except in a lavatory."
Section 2. The prohibition of urination and defecation in public
view or in a public place, except in a lavatory, is hereby found
and determined to be a matter affecting the public health, safety
and welfare, and it is further found and determined that an
emergency exists. Therefore this ordinance shall take effect
immediately upon its passage by the City Council and approval by
the Mayor.
Adopted by the Common Council of the City of Springfield
