Re:, Geotechnical Cons,ultation Services, Ambleside Subdivision Phase II, Springfield, Oregon, " We confirtn our site visit of M~y 25, 1999, to me~t with Mr. Glen: Ling arid to review the site conditions for the Ambleside Subdivision Phase II'project. Emphasis of our observations was placed on Lots 8' and 58. At the time of our site visit of May 25, 1999, the concrete foundation for Lot 8 was being placed. A crushed rock base, had been placed throughout the pad area. The excavated soil had been placed just outside of the pad area.' The soils on these lots are clay soils and should be prevented from drying out ',prior to placement of footings, sidewalks, concrete slabs, and other supported features. This appeared to be the proced~i:e being use,d by the building contractors. the placement of a crushed rock wearing surface,3 t06 inches in depth over the building paq will prevent construction traffic from disturbing the upper sensitive clay soils during wet weather and also help prevent the clay soils from significantly , changing moisture content during the drier months. After visiting the project site, we met with Mr. Donald Moore, the conStruction representative for the City of Springfield Development Services Department, ~egarding the re~uirements of a site spe~ific geotechnical study being conducted for each lot. The geotechnical ,conditions throughout the Ambleside Subdivision Phase II project can be considered similar as long as the building contractors 'are using similar COIl$truction procedures (including excavating to below, the surface d'ried out day soil estimated to be 4 to 6 inches thick),and immediately placing a crushed rock wearing surface blankek-- on the : firm clay soils. In our opinion, if this procedure is followed, a site specific geotechnical stuay for each lot. will not be necessary. However, we do suggest that if the building inspector observes any unusual or questionable site conditions, we should be contacted. ,-... aJt4A. '5T1L.J... ~ The placement of structural fills to bring any lot to a higher' building elevation must be monitored to confirm the adequate compacti'on of the fill. We also recommend that all crawl space or subsurface areas be provided with a lowpoint drain. The upper native soils can be used for 1 to 2 feet of fill placed over the foundation backfill, thus prov~ding a seal to the backfill. The final grade should slope away (downgrade) from the foundation. All drains should be connected to the storm drain system but in no case to the downspout roof drains unless a backflow valve is provided. , . Please refer to the Geotechnical Evaluation ReportS (Project No. EBXX-98-0208) issued by Braun Intertec Corporation dated April 25, 1999, prepared for the City of Springfield Department of Public works regarding the previously placed structural fill on a number of the lots in Phase II. Numerous surface piles of previously excavated loose material had been placed on the .surface of the lots throughout Phase II of the project. This will require removal or structural compaction of the fill materials prior to the pla~ement of any buildmg features' requiring support. General . " .
