FINDINGS, CONCLUSION AND
ORDER
NATURE OF THE APPLICATION
The application is for property located at 501 Cascade Drive, Assessor's Hap
17-02-35-33 Tax Lot 8600. The property is zoned Lov Density Residential and
the Hetro Plan Designation is Lov Density Residential.
1. 'On July 12, 1989 the Decision of the Director vas Sent to Terry Comstock
regarding a Home Occupation Permit (Journal Number 89-07-118).
2. On July 24~ 1989 the Appeal of the Decision of the Director vas accepted.
The applicant is appealing the Conditions of Approval.
3. On September 6, 1989 a public hearing on the Appeal request vas held. the
Development Services Department staff notes and recommendation together
vith the testimony and submittals of the persons testifying at that hearing
have been considered and are part of the record of this proceeding.

4. The Planning Commission motion vas approved 7-0 in favor of upholding the
Decision of the Director.
5. The Planning Commission motion vas approved 7-0 to define dispatching in
this instance as the bringing of employees from off site to 501 Cascade
Drive and then sending him/her off 501 Cascade Drive for the purpose of the
business.
In addition, staff vas instructed to monitor this situation and to discourage
this type of business from applying for Home Occupation Permits in the future.
ORDER
It is ORDERED by the Planning Commission of Springfield, that the Decision of
the Director for Journal Number 89-07-118, Home Occupation Permit, be UPHELD.
