CITY OF SPRINGFIELD, OREGON RESOLUTION NO. 99-63 A RESOLUTION AUTHORIZING THE CITY MANAGER TO AWARD COMPETITIVE BIDS AMOUNTING TO MORE THAN $15,000 DURING THE PERIOD OF December 14,1999, TO January 17,2000, WHILE THE CITY COUNCIL IS IN RECESS. WHEREAS, Chapter 2, Section 2.706, "PURCHASING," of the City of Springfield Municipal Code limits the City Manager's authority to make purchases and award contracts to amounts not more than $15,000, unless the City Council provides additional authorization; and WHEREAS, there is a consulting contract for the Human Resources and Development Services Department Directorrecruitments in the amount of $22,760, plus expenses; which will exceed $15,000 and which is scheduled for award of contract during the Council's holiday recess from; December 14, 1999, to January 17,2000; and WHEREAS, there may occur the need to execute other contracts which have been competitively bid for which funds have been budgeted for which the lowest responsible bid is in excess of $15,000 and which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Council's holiday recess from December 14, 1999, to January 17,2000. WHEREAS, all projects are budgeted in the 1999/00 budget and will be solicited bid and awarded in compliance with the applicable provisions of the Springfield Municipal Code; and WHEREAS, delaying these contract awards and purchases and the agreement approval until the January 18,2000, Council meeting would waste valuable time, increase the city's exposure and might raise costs and reduce public service; and NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Springfield as follows: During the City Council recess from December 14, 1999, to January 18,2000, the City Manager is hereby authorized to award competitive bid contracts for amounts for which the lowest responsible bid is in excess of $15,000, including, but not limited to (A.) the consulting contract for the Human Resources and Development Services Department Director recruitments shown, provided all applicable purchasing requirements of the Springfield Municipal Code are followed, and B.) other contracts which have been competitively bid, for which funds have been budgeted and for which the lowest responsible bid is in excess of $15,000 and which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Council's holiday recess, provided all other applicable purchasing requirements in the Springfield Municipal Code are followed. .. . . .
