RESOLUTON
No. 99-49
AWARD OF CONTRACT
WHEREAS, the Common Council of the City of Springfield is designated as the Contract
Review Board for the City under Section 1-14-1 of the Springfield Code, and
WHEREAS, the Council, acting as the Contract Review Board under the authority of
Section 1-14-6(13) of the Springfield Code, has the sole authority to grant exemptions from the
requirement for competitive bids if the public interest would best be served, favoritism is not
encouraged and competition is undiminished thereby, and where specific reasons for such
determinations are made of record, and
WHEREAS, the council, has considered the proposal for conduit installation services as
proposed by Pacific Fiber Link, LLC and has determined that award of the contract for these
services to Pacific Fiber Link, LLC would best serve the public interest, would not encourage
favoritism and would not diminish competition, for the following reasons:
(1) Pacific Fiber Link, LLC will install conduits for its own use and for the multi-
government agency fiber consortium in a location near several of the City's hon-
interconnected signals.
(2) Pacific Fiber Link, LLC is willing to add one conduit to their installation project
for the benefit of the City's traffic signal system.
(3) The cost per linear foot of conduit and appurtenances installed by Pacific Fiber
Link, LLC is approximately $3.82 and the cost per linear foot of conduit and
appurtenances would usually cost approximately $10.00 if procured through
competitve bid.
(4) Installation of the conduit with the work of Pacific Fiber Link, LLC avoids
disruption of the public use of 42nd Street at a later time.
(5) Placing the traffic signal conduit in proximity to Pacific Fiber Link, LLC fiber
optic commtmication lines will provide additional security since Pacific Fiber
Link, LLC has high interest in protecting its facility.
NOW THEREFORE, based on the foregoing Recitals and Findings it is hereby resolved that
the Common Council of the City of Springfield, acting as the Contract Review Board of the City of
Springfield does hereby waive the bidding requirements for Project No. P50132 and awards the
Project work to Pacific Fiber Link, LLC in the amount of$76,000.00.
Adopted by the Common Council and approved by the Mayor of the City of Springfield,
Oregon, this 2nd day of August , 1999.
