CITY OF SPRINGFIELD, OREGON , RESOLUTION NO. 99-48 A RESOLUTION AUTHORIZING THE CITY MANAGER TO AWARD COMPETITIVE BIDS AMOUNTING TO MORE THAN $15,000 DURING THE PERIOD OF AUGUST 3, 1999, TO SEPTEMBER 12,1999, WHILE THE CITY COUNCIL IS IN RECESS. WHEREAS, Chapter 2, Section 2.706, "PURCHASING," of the City of Springfield Municipal Code limits the City Manager's authority to make purchases and award contracts to amounts not more than $15,000, unless the City Council provides additional authorization; and WHEREAS, there are several capital improvement projects, and an insurance renewal contract, including: Property and Liability Insurance $225,000; Springfield CDC Rehab of Community Service Center (St. John's Church) Budget $40,200; Springfield School District (Brittan House Rehab) Budget $22,424; The Child Center (Construction of Resource Library) Budget $68,800; Emerald Empire Art Association (Historic Preservation of Gerlach Building) Budget $149,576; Springfield CDC (Acquisition of property on Fairview Drive) Budget $100,000; Morrisette Field Rest Rooms/Storage Room Budget $61,230; McKenzie River Oxbow Master Plan Budget $65,742; Springfield Chamber of Commerce Contract Budget $30,000; Q Street Overlay (Pioneer Parkway to 19th Street) Budget $400,000; Robertson, Sherwood Architects (Library Expansion Project) Budget $24,800; Standby/Supplementary Power Generators (Fire Stations and City Hall) $460,000, which may exceed $15,000 and which are scheduled for award of contract during the Council's summer recess from; August 3, 1999, to September 12, 1999; and . WHEREAS, all of these projects are budgeted in the 1999/00 budget and will be competitively bid and awarded in compliance with all other provisions of the Springfield Municipal Code purchasing requirements; and WHEREAS, delaying these contract awards and purchases and the agreement approval until the September 13, 1999, Council meeting would waste valuable construction time, increase the city's exposure and might raise costs and reduce public service; and WHEREAS, there may occur the need to execute other contracts which have been competitively bid for which funds have been budgeted for which the lowest responsible bid is in excess of $15,000 and which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Council's summer recess from August 3, 1999, to September 12, 1999, NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Springfield as follows: . During the City Council recess from August 3, 1999, to September 12, 1999, the City Manager is hereby authorized to award competitive bid contracts for amounts for which the lowest responsible bid is in excess of $15,000, including, but not limited to (A) those construction contracts and property and liability insurance renewal contracts and heavy equipment purchases enumerated, provided all applicable purchasing requirements of the Springfield Municipal Code are followed, and B.) other contracts which have been competitively bid, for which funds have been budgeted and for which the lowest responsible bid is in excess of$15,000 and which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Council's summer recess from, provided all other applicable purchasing requirements in the Springfield Municipal Code are followed.
