RESOLUTION NO. 99-22 A RESOLUTION REGARDING THE CITY OF SPRINGFIELD SPONSORING TOGETHER WITH LANE COUNTY AN APPLICATION ESTABLISHING AN ENTERPRISE ZONE, SPRINGFIELD ENTERPRISE ZONE II. WHEREAS, the City of Springfield is sponsoring with Lane County a joint application for designation of an enterprise zone, Springfield Enterprise Zone H. WHEREAS, the Springfield Enterprise Zone provides a tool for economic development in order to create new jobs for Springfield residents and to retain major investments in the community and to bring new investments into the community. WHEREAS, the City of Springfield seeks to continue the Springfield Enterprise Zone in accordance with Oregon Revised Statutes 285B.650 to 285B.728, the City hereby makes the following specific findings in support of such purpose: . A. The sponsors of the proposed zone are the City of Springfield and Lane County, because the boundaries of the proposed zone extend beyond the city limits of the City of Springfield. The City of Springfield has a mean per capita income that is 76% of the State of Oregon's based on the 1990 Federal Census Data making it eligible for designation as an enterprise zone. The proposed enterprise zone is contiguous and has an area of about 11.5 square miles and it meets other statutory limitations on size and configuration; it is depicted on the drawn to scale map, attach.ed hereto and incorporated herein by reference as Exhibit "A". Within the proposed zone there is significant industrial land that is designated for industrial use as indicated on the comprehensive plan map of industrial lands acknowledged by the Land Conservation and Development Commission and included in the application, and that is sufficiently accessible, serviced or serviceable, and ready for use and further development. The City of Springfield appreciates the impacts that a designated enterprise zone would have and the property tax exemptions that eligible business firms might receive therein, as governed by Oregon Revised Statutes (ORS) 285B.650 to 285B.728 B. C. D. E. NOW THEREFORE IT IS RESOLVED by the City of Springfield as follows: The City of Springfield requests pursuant to OAR 123-065-1520(6) that the Springfield Enterprise Zone II be designated as a continuation and redesignation of the current Springfield Enterprise Zone, and that the policies and appointments of the terminated zone also continue, except the new map (Exhibit "A") designates the area within the Springfield Enterprise Zone II. . The City of Springfield proposes and applies for designation of an Oregon enterprise zone to be named the Springfield Enterprise Zone II. Resolvtion No. 99-22 page 2 . . . Michael A. Kelly, Springfield City Manager, is hereby authorized to submit the application for the City of Springfield and make any and all substantive or technical changes to the application materials, as necessary, after adoption of this resolution. The City of Springfield will give priority to the use in the proposed enterprise zone, if designated, of any economic development or job training funds received directly or indirectly from the federal government. The City of Springfield and Lane County commit to jointly appoint the existing local enterprise zone manager as manager of the Springfield Enterprise Zone II. . The City of Springfield and Lane County will jointly comply with the requirements and provisions of ORS 2858.671. The City of Springfield commits to prepare, within six months of designation, a list or map of local lands and buildings owned by the state or by municipal corporations within the entrprise zone that are not being used for public purpose and that have appropriate land use zoning, and to have such real property available for lease or purchase by certified or qualified business firms pursuant to ORS 2858.674. The City of Springfield commits to prepare, within six months of designation, and index or indices identifying all of the land within the proposed enterprise zone pursuant to ORS 2858.671 (1 )(h), and thereafter, to maintain the accuracy of such index or indices.
