Infrastructure and Facilities ITEM TITLE: BID AWARD FOR PROJECT P21113 – FY 2016 SLURRY SEAL
ACTION REQUESTED:
Approve or reject the following motion:
TO AWARD THE SUBJECT CONTRACT TO VSS INTERNATIONAL, INC. IN
THE AMOUNT OF $134,231.00 AND AUTHORIZE THE CITY MANAGER TO
SIGN THE CONTRACT.
ISSUE STATEMENT: Two bids were received on this project. Contract award is now necessary to enable work to proceed.

DISCUSSION/
FINANCIAL IMPACT:
In June of 2014 City Council directed staff to fund and complete approximately $200,000 worth of slurry seal preservation on local streets. Staff was able to contract a little over $100,000 in FY 2015, anticipating the remainder to be
contracted in FY 2016. The Contract before Council is phase two and will complete the initial $200,000 request. In addition, this contract also includes
application of slurry seal on the parking areas of three fire stations (FS #3 1225 28th
Street, FS #5 2705 Pheasant Street, and FS #4 1475 5th Street) to be funded through building and facility preservation funds.
The City received two bids for the project and following consultation with the City Attorney the bid submitted by Blackline, Inc. was declared non-responsive due to
incompleteness.
The following bids were received and opened on July 9, 2015:

VSS International, Inc. $134,231.00
VSS International, Inc. was determined to be the lowest responsive bidder on this project. Sufficient funding for this project is programmed in the Street Seal
Overlay account (850008) and the Building Preservation Projects account (810050).

It is the policy of the City of Springfield to award Contracts to the Responsible Bidder submitting the lowest
Responsive Bid. The City of Springfield reserves its right to reject any or all bids not in compliance with all
prescribed public bidding procedures and requirements, waive minor irregularities not affecting substantial
rights, and may reject for good cause any or all bids upon a finding of the City of Springfield that it is in the
best public interest to do so, and accept such bids that in the opinion of the Springfield City Council are in the best interest of the City of Springfield. Please be informed that the City intends to award a contract to
the Bidder so designated.
