ISSUE STATEMENT: Shall the City enter into the attached Intergovernmental Agreement (IGA) with SPS to facilitate construction of a sidewalk along the north side of Yolanda Avenue between 23rd Street and 27th Street? ATTACHMENTS: 1. Intergovernmental Agreement with Springfield Public School District 2. April 20, 2015 Council Packet Item, 19th & Yolanda Preservation, Sidewalk and ADA Ramp DISCUSSION/ FINANCIAL IMPACT: The attached agreement is the second and final agreement as part of the 19th Street and Yolanda Avenue preservation project being facilitated by Lane County later this summer. The IGA describes construction of a sidewalk along the Yolanda Elementary School frontage between 23rd Street and 27th Street, including construction of two sidewalk access ramps. As detailed in the IGA, the estimated cost to the City for construction of these facilities is $48,000. However, since construction of sidewalk facilities is typically the responsibility of the adjacent property owner, the Springfield School District has agreed to pay the City for construction of the sidewalk. The current estimate for the School District’s portion is estimated at $27,000, leaving the project cost impact to the City estimated at $21,000. Costs are based upon the County’s construction estimate, but actual payment to the County will be based upon actual project construction costs billed one-time at completion. The City Council approved the IGA between the City and Lane County at the April 20, 2015 meeting. Updating and/or adding sidewalk access ramps near public facilities is a priority as identified in the City’s Americans with Disabilities Act transition plan. In addition, participation by SPS to construct a sidewalk addresses a need identified in a survey conducted through the Safe Routes to Schools Program. Therefore, staff recommends Council approval of the proposed Intergovernmental Agreement. ISSUE STATEMENT: Shall the City enter into the attached Intergovernmental Agreement (IGA) with Lane County to execute a transfer of jurisdiction of portions of 19th Street and Yolanda Avenue to the City of Springfield? ATTACHMENTS: 1. Intergovernmental Agreement with Lane County DISCUSSION/ FINANCIAL IMPACT: Lane County has scheduled for 2015 a pavement preservation project on portions of 19th Street and Yolanda Avenue for which they have jurisdictional control. The County reached out to the City regarding possible participation for the segments of both streets within the City’s jurisdictional control. Since the City does not have budget within the Street Fund for FY 2015 to participate, City and County staff have developed an agreement for the County to perform pavement preservation activities on City controlled segments of both streets at the County’s expense. In exchange for the preservation of City streets, the City agrees to take jurisdiction of the County controlled segments of 19th Street and Yolanda Avenue that meet current urban standards. The IGA also describes construction of sidewalk along the Yolanda Elementary School frontage between 23rd Street and 27th Street, including construction of two sidewalk access ramps. As detailed in the IGA, the estimated cost to the City for construction of these facilities is $48,000. An IGA with the School District to recognize this agreement is being drafted and will be brought to the Council for approval prior to the start of construction. Although adding these streets to the City’s street inventory will increase our maintenance needs, these streets already meet current urban standard requirements and will have new surfacing before the City takes jurisdiction, and staff believes that reducing the number of jurisdictions involved will simplify on-going transportation planning and redevelopment options in North Springfield. Therefore, staff recommends Council approval of the proposed Intergovernmental Agreement.
