AN ORDINANCE AMENDING THE EUGENE-SPRINGFIELD METROPOLITAN
AREA GENERAL PLAN DIAGRAM TO REDESIGNATE CERTAIN PROPERTY
GOVERNMENT AND EDUCATION AND AIRPORT RESERVE FROM
AGRICULTURE, AIRPORT RESERVE AND RURAL COMMERCIAL CONSISTENT
WITH THE AIRPORT MASTER PLAN REFINEMENT PLAN DIAGRAM;
AMENDING THE EUGENE-SPRINGFIELD METROPOLITAN AREA
TRANSPORTATION PLAN AND PUBLIC FACILITIES PLAN TO ADD THE
GREEN HILL ROAD REALIGNMENT PROJECT; AND ADOPTING A SAVINGS
AND SEVERABILITY CLAUSE.
The City Council of the City of Springfield finds that:
A. Chapter IV of the Eugene-Springfield Metropolitan Area General Plan (Metro
Plan) sets forth procedures for amendment of the Metro Plan, which for the City of
Springfield are implemented by provisions of the Springfield Development Code, Article
7.

B. On May 10, 1999, the Eugene City Council initiated proceedings, without
prejudice, for a Type I amendment of the Metro Plan diagram from Agriculture, Airport
Reserve and Rural Commercial to Government and Education and Airport Reserve
consistent with the Airport Master Plan refinement plan diagram, and amendments to the
project lists of TransPlan and the Public Facilities Plan to add the Green Hill Road
realignment project.
C. On July 6, 1999, the Planning Commissions of Springfield, Eugene and Lane
County held a joint public hearing to consider the proposed update to the Eugene Airport
Master Plan and implementing amendments and zone changes.
D. The Planning Commissions met in individual work sessions on October 4,
1999 (Eugene), October 5, 1999 (Lane County), and October 19, 1999 (Springfield) to
review the testimony and forward recommendations to their respective elected officials.
E. On October 19, 1999, the Springfield Planning Commission voted 6-0 to
recommend adoption of the proposed Metro Plan diagram amendments and the inclusion
of the Green Hill Road realignment to the project lists of TransPlan and the Public
Facilities Plan. This action was supplemented by a consensus request that property
owners be assured fair and just compensation for land acquired for use by the Airport.
F. On October 25, 1999, the Springfield City Council conducted a work session
discussion of these proposed amendments and the recommendations that had been
forwarded by the three Planning Commissions.

G. On January 19,2000, the Springfield City Council conducted a joint public
hearing with the Eugene City Council and the Lane County Board of Commissioners on
the proposed Metro Plan diagram amendments and the amendment to the project lists of
TransPlan and the Public Facilities Plan adding the Green Hill Road realignment.
H. Evidence exists within the record and the findings attached hereto indicating
the proposal meets the requirements of the Article 7 of the Springfield Development
Code and the requirements of applicable state and local law.
NOW, THEREFORE, THE CITY OF SPRINGFIELD DOES ORDAIN AS FOLLOWS:
Section 1. The Metro Plan diagram land use designation is amended from
"Agriculture," "Airport Reserve" and "Rural Commercial" to "Government and
Education" and "Airport Reserve," as depicted on Exhibit "A" attached hereto and
incorporated herein.
Section 2. The Eugene-Springfield Metropolitan Area Transportation Plan
(TransPlan), adopted by the Springfield City Council in April 1986, and as subsequently
amended, is further amended to add the following project to the project list in Section IV,
Street and Highway Element:
Project Name: Green Hill Road, North Boundary of Airport to Airport Road
Description: Closing of existing road and realignment of east boundary of
airport property
Jurisdiction: Lane County, Eugene
Section 3. The Eugene-Springfield Metropolitan Area Public Facilities Plan
(PFP), adopted by the Springfield City Council in April 1987, and as subsequently
amended, is further amended to add the following project to the Street and Highway
Project List:
Project Name: Green Hill Road, North Boundary of Airport to Airport Road
Description: Closing of existing road and realignment of east boundary
of airport property
Jurisdiction: Lane County, Eugene
Section 4. Although not part of this Ordinance, the City Council adopts findings
as set forth in Exhibit "B" attached, in support ofthis action.
Section 5. If any section, subsection, sentence, clause, phrase, or portion ofthis
Ordinance is for any reason held invalid or unconstitutional by any court of competent
jurisdiction, such portion shall be deemed a separate, distinct and independent provision,
and such holding shall not effect the validity of the remaining portions of this Ordinance.
ADOPTED by the Common Council of the City of Springfield by a vote of
