ORDINANCE 5954 (General) AN ORDINANCE AMENDING CHAPTER 5, "PUBLIC PROTECTION," ADDING PROTECTIONS FOR THE RESIDENTS OF THE CITY BY PROHIBITING THE RIDING OR STORAGE OF BICYCLES ON CERTAIN PUBLIC PROPERTY. The City of Springfield, Oregon finds as follows: 1. The riding and storage of bicycles in certain areas of the City Hall subject to frequent pedestrian use adversely affects the health, safety and welfare of citizens by subjecting citizens to hazards to walking, and to potential collision with bicycle riders. 2. The City has a substantial and compelling interest in protecting the health, safety and welfare of its citizens. 3. The legal processes presently available do not adequately control the storage and riding of bicycles in certain public areas of City Hall nor its detrimental affects on the citizens of this city. NOW THEREFORE the City of Springfield Ordains as follows: There is hereby added to the Springfield Municipal Code, Chapter 5, "Public Protection Section 5.134 Prohibition of Bicycle Operation or Storage within City Hall" as follows: "Section 5.134 prohibition of Bicycle Operation or Storage within City Hall. 1. Due to the present density and volume of pedestrian traffic in the areas above the street level at City Hall, bicycle operation, storage, or possession in that area presents a danger to pedestrians. 2. No person shall operate, ride, store or possess a bicycle in the areas above street level at City Hall."
