FOR GRINDING AND PAVING WORK RELATED TO THE FRANKLIN/MCVAY SANITARY SEWER EXTENSION PROJECT (P21080).
ACTION REQUESTED:
Approval of following motion:
ALLOW PAVEMENT OVERLAY ACTIVITIES OUTSIDE OF THE HOURS OF 7AM
AND 6 PM FOR GRINDING AND PAVING WORK FOR THE FRANKLIN/MCVAY SANITARY SEWER EXTENSION PROJECT.
ISSUE STATEMENT:
Section 5.220(c) of the Springfield Municipal Code restricts the hours that construction activities may occur to between 7 am and 6 pm. In order to complete the pavement work
adjacent to businesses along McVay Highway in a timely manner and reduce the project’s impact on traffic, it is necessary to complete pavement grinding and paving work outside of
these hours.

DISCUSSION/ FINANCIAL
IMPACT:
As part of the ongoing Franklin/McVay Sanitary Sewer project, South Franklin
Boulevard/McVay Highway will again be closed to through traffic during construction of the new sewer line starting in June. Prior to the closure beginning in June, the Contractor
has requested to complete pavement grinding and paving work in the areas where pipe was installed last construction season. In order to minimize traffic impacts to businesses
adjacent to McVay Highway, the pavement grinding and paving work will need to take place outside of the City's allowable work hours. The majority of this work will take place
north of the Union Pacific Railroad trestle.
We believe the contractor can grind and pave an entire lane from Franklin Boulevard to E19th Ave in one shift. It will take an additional shift for the Contractor to level the
manholes. This would then mean that they should be able to complete all grinding and paving prior to this season upcoming pipe work (2 lanes) in 3 nights. In any one location
the grinder would pass by for approximately an hour and then later that night the paving train would pass by for another hour as they pave. This would happen each night for 3
nights.
The remaining paving south of the E 19th Ave intersection will take place later in the construction season under a road closure. This will allow the Contractor to conduct this
remaining paving work during daytime hours. The pavement work requiring night work would begin in late May or early June.
Staff is seeking approval of a noise variance to allow pavement grinding and paving that
will require lane closures on Franklin Boulevard/McVay Highway.
