Staff requests review and concurrence of the following items: Authorize staff to redirect resources to continue leveraging agency partnerships; seek approval from ODOT for actions needing their authority; undertake the short term actions that fall under City of Springfield’s authority; continue with existing actions and begin work on the long term actions with stakeholders; concurrence to table the other suggestions at this time. ISSUE STATEMENT: Street user safety along Main Street is a significant and long standing concern to our community. Staff will report on actions accomplished or underway and present recommended short and long term traffic safety actions and set out a time line that is responsive to current staff and financial resources available to the City. Many actions are within City of Springfield authority while others require Oregon Department of Transportation (ODOT) approval, support and funding. Further, the Plan’s strategies provide the opportunity for a more effective change in Main Street traffic dynamics that will achieve the desired safety outcomes. The nature of these strategies requires Council consideration of significant policy choices and can be costly. Consequently, work will likely occur in phases and require long term commitment. Recommended implementation strategies from the Plan that address safety are listed in Attachments 2 and 3 to provide context for Council’s discussion of potential short and long term priorities. The recent tragic collision has drawn the attention of many in the community placing further focus on Main Street. The community aspires to a Main Street that provides safety and mobility to users of all travel modes. Traffic safety along Main Street is a significant and long standing concern in our community. Oregon Department of Transportation (ODOT), owner and operator of the street, completed a traffic safety study in February 2011 that included a variety of actions and they began funding new pedestrian crossings using median islands and rapid flash beacons, conversion of “dog house” left turn signal heads to flashing yellow arrow heads at 69th Street, and adding pedestrian signal heads that count down the pedestrian clearance interval in 2012. The City of Springfield began managing the property owner and business owner contact, design and construction of the pedestrian crossing projects by agreement with ODOT in 2013. In light of the recent vehicle and pedestrians collision staff undertook immediate enforcement action to improve safety. See Attachment 4 for a summary of Police Department traffic enforcement activity. Staff recommends ongoing and sustained enforcement of traffic laws on all modes of travel. Staff recommends short and long term actions and collaborations with ODOT and others as discussed in Attachment 1. Attachment 5 shows a preliminary schedule for the actions proposed. Staff will report on actions accomplished or underway and present recommended short and long term traffic safety actions and set out a time line that is responsive to current staff and financial resources available to the City. Many actions are within City of Springfield authority while others require Oregon Department of Transportation (ODOT) approval, support and funding. COUNCIL GOALS/ MANDATE: Strengthen Public Safety by Leveraging Partnerships and Resources Maintain and Improve Infrastructure and Facilities The Development and Public Works Department is working closely with ODOT and will engage Lane Transit District (LTD), and Springfield Public Schools (SPS), to improve traffic safety along Main Street in a coordinated effort to improve infrastructure that fosters safer behavior and to educate children and adults about traffic safety and encourage our community members to choose safer behaviors. The Police Department is supporting by enforcing traffic laws that punishes unsafe behaviors. BACKGROUND: The Main Street Corridor Vision Plan (Plan), adopted by Council on February 17, 2015, emphasizes the priority of safety for all street users. Further, the Plan’s strategies provide the opportunity for a more effective change in Main Street traffic dynamics that will achieve the desired safety outcomes. The nature of these strategies requires Council consideration of significant policy choices and can be costly. Consequently, work will likely occur in phases and require long term commitment. Recommended implementation strategies from the Plan that address safety are listed in Attachments 2 and 3 to provide context for Council’s discussion of potential short and long term priorities. The actions considered below are categorized as Engineering, Education, and Enforcement, and by implementation time horizon. The outline includes the actions undertaken in the weeks following the crash of February 21st, proposed shorter term actions, followed by proposed longer term actions. Those suggestions that will be tabled at this time are shown at the end of the list. Staff expects ODOT will notify applicants to the All Roads Transportation Safety (ARTS) grant program if their projects are accepted into the second round of review in May 2015. The schedule for a final funding determination is not known at this time. Staff plans a Council Work Session once an offer of ARTS grant funding is received. Projects and activities proposed in the Longer Term Actions section and in the Project Schedule (Attachment 5) are dependent upon many unknown considerations and while it is not possible to establish firm time lines at this time we hope to begin work mid-year 2016, or as opportunities Attachment 1, Page 1 of 5 MEMORANDUM 4/20/2015 Page 2 are available. Some suggestions were gathered as a part of the Main Street Corridor Vision public outreach efforts prior to the recent collision. Following the collision, we solicited additional suggestions from a variety of sources including citizen comments, agency partners, City of Springfield employee groups, and other interested groups or businesses. Many comments are presented as received and are not edited. The Main Street Corridor Vision Plan - Short and Long Term Strategies excerpted in Attachment 2 identifies many of the recommendations below, as does the Council's Implementation Priorities from the Plan as excerpted in Attachment 3. Existing Actions Completed or Underway 1) Agency Partners engaged a) ODOT, owner and operator of the street, is committed to improving the safety in the corridor and is in ongoing discussions with City staff 2) Engineering Projects a) Rapid Flash Beacon (RFB) crossings (8 planned) (City lead project with ODOT funds) i) Four completed at 35th, 41st, 44th, and 51st Streets ii) Two are under design at 48th and Chapman Streets with anticipated construction Summer of 2015 iii) Two crossings are planned at 40th and 57th Streets. In light of the installation at 41st Street location the 40th Street location will be examined in late 2015 to see if it is still warranted. 57th Street requires reconsideration and an evaluation is expected early 2016 and may result in a relocation eastward to an unknown location. Funds may be redirected to new RFB locations or to Pedestrian Hybrid Beacon (PHB) locations. iv) Transit stop relocation (completed at new RFB crossings and under way with proposed crossings) b) is seen on high end luxury cars). 37) Installing a metal grate system similar to a cattle guard before the intersection may “catch driver’s attention” or putting in a flashing light similar to what the railroad uses may also help catch the attention of drivers and make them pay attention at the intersections. 38) Red Stop Lights is installed along with the Yellow Flashing lights at the pedestrian crossings for added visibility to motorists. 39) railroad arms that come down at crossings to act as an additional barrier to vehicles at intersections 40) There needs to be a longer delay between the time from the time the cross walk changes and the time the motorist given a green light. 41) Signs at each crosswalk stating: Pedestrians Be Aware of traffic at all times 42) Just like a person should behave in front of a mountain lion, pedestrians should make themselves as big as possible with raised waving arms, with a waving cloth, with an open (red if possible) umbrella to create alert. The last suggestion for an open red umbral I want to call The Red Umbrella Campaign for Crosswalk Safety. 43) The signs are at the side of the road not above traffic where most traffic control lights are located. 44) To grind the pavement creating a series of rumble bars that remind drivers they are coming up to an established cross walk. 45) Another type of sign (alphanumeric like a cellphone or a bank clock/thermometer) could create a mental interruption - to be effective. 46) Change the signal timing to slow people, everyone speeds to get the green lights 47) Drivers cannot see people standing at these crossings when they are behind the pole and drivers just go through them thinking no one is there 48) Crossings need better signage 49) Gateway crossings should be the standard for the future 50) Look at East Coast solution of using raised bumps on the ground along a crosswalk that have LED lights in them that flash when button is pushed 51) Put a speed bump or succession of speed bumps prior to the intersection at 54th and Main Street to help slow down traffic. 52) Add flashing amber lights similar to ones we currently have in other pedestrian crosswalks Attachment 1, Page 4 of 5 MEMORANDUM 4/20/2015 Page 5 around town; however, these would be out front of each common-intersection crosswalk along Main Street, and light up only when people are crossing. 53) share with your mayor or top local elected official about the Mayors’ Challenge for Safer People and Safer Streets 54) A new traffic signal on Main Street (highway 126) and Mountain Gate Drive (where Main Street intersects with Mountain Gate Community). 55) A new traffic signal on Main Street and 66th Street (in front of Ridgeview Elementary School). 56) Two new crosswalks on Main Street between 58th and 69th (currently there are no crosswalks between 58th and 69th). 57) Believe it is important to re-engineer the street layout of Main Street in order to reduce speeds and create shorter crossing distances for pedestrians. 58) Transit improvements may be one way to help implement some broader safety improvements for all users of the road along the corridor. 59) The curb-to-curb distance on the west side of the 54th and Main intersection is approximately 85 ft. wide and the curb-to-curb on the east side is about 97 ft. wide, which are both huge crossing distances with no pedestrian refuge islands and cars approaching 2-ways from all directions. RECOMMENDED ACTION: Provide direction to staff concerning Council’s priorities for short term and longer term traffic safety implementation actions in the Main Street Corridor. Attachment 1, Page 5 of 5 Main Street Corridor Vision Plan City of Springfield Excerpts from the Vision Plan Addendum: Implementation Strategies and Actions Transportation Goals for Main Street Short-term Strategies (2015-2020) The following actions are compatible with existing ODOT plans and policies. Strategic Goal Action Encourage multimodal transportation choices. Evaluate the construction of additional pedestrian crossings utilizing innovative solutions like the Rectangular Rapid Flashing Beacon (RRFB) or the Pedestrian Hybrid Beacon (PHB).1 Implement a bike boulevard on Virginia Street and Daisy Street to serve as a parallel Main Street bicycle route on the south side of Main Street. Determine locations for additional roadway lighting to improve nighttime visibility, especially of pedestrians crossing the street. Strategic Goal Action Encourage slower speeds along the Main Street corridor. Explore landscaping options such as medians with foliage that would have a traffic-calming effect while providing streetscape enhancement and/or stormwater management functions. Evaluate a potential need for speed feedback signs in Segment 1 and identify specific areas to implement them.1 Strategic Goal Action Improve mobility and safety throughout the Main Street corridor. Identify potential signal-head and phasing modifications to ensure safe and efficient travel. Identify any necessary signal timing improvements to ensure the most efficient movement of traffic. Implement access management through land use development. 1 Specific location recommendations for Segments 2 and 3 can be found in a previous DKS Associates Report: Springfield Main Street (OR 126) Safety Study. 2011 Attachment 2, Page 1 of 2 Long-term Strategies (2020-2035) Most of the following actions would require concurrence by ODOT and must meet AASHTO NHS standards, regardless of jurisdiction. Strategic Goal Action Encourage pedestrian and bicycle activity along the corridor. Evaluate the benefits and feasibility of protected bike lanes. Evaluate the ability to expand sidewalk and bicycle facilities and amenities either by acquiring additional right of way or narrowing the vehicular travel lanes. Strategic Goal Action Encourage slower speeds along the Main Street corridor. Explore the option of narrowing motor vehicle lanes. This will have the added benefit of increasing the area available for widening sidewalks along the corridor. Explore the option of transforming key signalized intersections into dual-lane roundabouts. Strategic Goal Action Improve mobility throughout the Main Street corridor. Assess the potential for installing new LED Street lights along the entire corridor. Prepare Access Management Plan that integrates business owners and their access needs, zoning and development code updates and opportunities to improve the safety and appeal of pedestrian and bicycle trips throughout the corridor. Transit Goals for Main Street Short-term Strategies (2015 -2020) Strategic Goal Action Encourage comfortable bicycle and pedestrian access to existing transit stops. Evaluate the need to install additional pedestrian crossings near transit stops. Long-term Strategies Jointly Undertaken with LTD (2015 -2020) Strategic Goal Action Encourage comfortable bicycle and pedestrian access to transit. Coordinate pedestrian crossing improvements and transit stations along Main Street. Attachment 2, Page 2 of 2 Short Term Implementation Priorities (Abbreviated) Main Street Corridor Vision Plan At the April 21st, July 14th, and November 3rd 2014 work sessions, Council identified projects that could be initiated in the shorter term to advance Council’s land use and transportation priorities for Main Street and implement new visions for the Corridor. 1 Improve pedestrian crossings and connectivity. Design and implement more pedestrian crossings and crosswalk design treatments with lighting. (DPW) Two more crossings are planned and programmed for construction. Additional analysis, planning and design would be required for crossings not identified in the 2010 study. 3 Design and construct parallel bike routes.
