ISSUE STATEMENT: Due to the Jurisdictional Transfer of Franklin Boulevard and an increase in the project cost estimate, an amendment to the original IGA is needed. ATTACHMENTS: 1. Glenwood Connector Path IGA Amendment #1(C592 ODOT First Amendment) DISCUSSION/ FINANCIAL IMPACT: The City and ODOT entered into agreement in 2011 to design and construct a bicycle and pedestrian connection between the newly constructed South Bank Path Viaduct and Glenwood Boulevard in Glenwood. The original agreement identified Franklin Boulevard as a State Highway under jurisdiction and control of the Oregon Transportation Commission. With the recent jurisdictional transfer of Franklin Blvd., the agreement must be amended to identify Franklin Blvd. as being a part of the city street system under the jurisdiction and control of the City. The original total Project cost was estimated at $340,000 with STP funds limited to $260,000. The estimate was later updated at $520,000 with STP urban funds limit to $360,000. Even with the cost estimate increasing, we have the funds available to complete the project without impacting other projects. The City Attorney’s Office has approved the Draft IGA and will stamp the final IGA prior to its execution.
