Ratify the appointment of Gabrielle Guidero to serve a 3-year term on the Budget Committee for Ward 4 with a term to expire December 31, 2017. ISSUE STATEMENT: The Budget Committee currently has 2 vacancies, Wards 3 and 4, due to term expirations. The City advertised for potential candidates and the Council interviewed on March 23 Gabriello Guidero, CJ Mann and Nathan Mischel for Ward 4. No applications were submitted for Ward 3. The Council is being asked to appoint one applicant to each of the two positions. The appointee for Ward 3 will serve a one year term that will expire on December 31, 2015. The appointee for Ward 4 will serve a three year term that will expire on December 31, 2017. ATTACHMENTS: Attachment 1: Application of Nathan Mischel Attachment 2: Application of Gabrielle Guidero Attachment 3: Budget Committee Charge DISCUSSION/ FINANCIAL IMPACT: Two vacancies have occurred on the City’s Budget Committee due to the term expirations of members from the Ward 3 and Ward 4 positions. Each full term of the Budget Committee is for a 3-year period, with the positions staggered to have two vacancies occur every December. After interviews on March 23rd, Council members directed staff to prepare as AIS for the appointment of Nathan Mischel to the Ward 3 position and Gabrielle Guidero to the Ward 4 position. The City’s charge for the Budget Committee (Attachment 3) states as a qualifier 6 members from the Council and 6 citizens by Ward (Citizen members may not be officers, agents or employees of the City, per ORS 294.336(4).
