FOR INTEROPERABLE RADIO EQUIPMENT FOR THE DEVELOPMENT AND PUBLIC WORKS DEPARTMENT ACTION REQUESTED: Adopt or reject the following motion: APPROVING A PURCHASE AGREEMENT WITH MOTOROLA SOLUTIONS, INC. FOR INTEROPERABLE RADIO EQUIPMENT AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT ISSUE STATEMENT: According to the City’s Purchasing Guidelines, City Council approval is required for contracts in excess of $100,000. ATTACHMENTS: 1. Motorola Purchase Agreement DISCUSSION/ FINANCIAL IMPACT: The City received a State Homeland Security Grant in the amount of $159,000 to purchase interoperable radio equipment to replace the obsolete equipment currently being used by Development and Public Works staff. The grant is a 100% reimbursement grant, meaning that 100% of the eligible purchase expenditures, up to the amount of the Grant, will be reimbursed to the City. City Council accepted the grant at their October 20, 2014 meeting. The current grant award will fund approximately half of the equipment identified for replacement. Staff has prioritized the immediate items needed for purchase under this Agreement with Motorola Solutions, Inc. Staff is pursuing other funding sources and financing options for replacing the rest of the obsolete equipment. The City utilized a State of Oregon contract to source the Motorola radio equipment. The total cost under the Purchase Agreement is $166,552.76. The balance of costs under the Purchase Agreement in excess of the $159,000 grant will be absorbed in the Department’s FY15 Operating Budget. The subscription costs to add the new radios onto the Lane County Regional Interoperable Radio System have been included in the Department’s FY16 Operating Budget. Staff recommends that Council authorize the City Manager to sign the Purchase Agreement.
