OR 97477 (541) 726-3753 FAX (541) 726.3689 William Lay, Program Director Pioneer Youth Corps Of Oregon, Inc. 418 A Street Springfield, OR 97477 RE: Use of building for Alternative Education program Dear Mr. Lay: The following is a summary of our phone conversation of April 19, 1999. It is my understanding that you represent Pioneer Youth Corps Of Oregon, and that you curren11y utilize facilities at the Springfield Christian Church at 41 8 A Stree1 for an Alternative Education program for at risk youth. Your questions were intended to determine if any land use or building use issues needed to be addressed to obtain approval for this program from the City Development Services Department. I first asked Mel Oberst, Senior Planner, if any land use applica1ion was required. He stated that the educational program was a permitted use in this Community Commercial District, and that no land use application was required. I then asked Dave Puent, Community Services Manager, if he felt any building change-of- occupancy inspection should be required. His opinion is that the building was approved for classroom use for 1he Church, and classroom use for your program is not a change-of- occupancy, only a similar use by a different user. He 1herefor determined 1hat no inspections would be required for use of 1he existing facilities. If you make any modifications to the building to accommodate your use, permits and inspections would likely be required for those modifications. Please contact me at 726-3669 if any such work is intended, either now or in the future, and I will be glad to discuss applicable permit and inspection requirements. You indicated that the County Health Department inspection and approval was required as part of your State licensing. If a food service permit is required, contact their office at 682- 4051 in Eugene. If food preparation beyond just warming up previously prepared meals is required, please let me know what is intended, as it is possible that such food preparation would exceed the use approved for the Church kitchen facilities as they currently exist.
