A Street Springfield, OR 97477 Planning and Development Department Dear Frank: 8 November 1985 As you know, the City Council and Planning Commission are very concerned with Springfield's image. The entrance from South A Street into the Downtown is a very important area from this aspect. Some business~s are very cooperative in helping to upgrade Springfield's image, such as Taco Time. Their landscaping exceeds City required minimums, and is Very well maintained. Go check it out: ills very attractive. Quacker-Backer objected to landscaping from the very beginning. The landscap- ing plan that was finally submitted by you after much objection and delay, lS considered to be the bare minimum by this Department when measured against City requirements. it has literally consumed hours of staff time to deal with Quacker-Backer in getting the site and landscape plans submitted, re-submitted, and to carTY out code enforcement of paving, illegal parking, and landscape maintenance, We feel that cooperation on your part has at best been reluctant. Because of the importance of the entrance image, and the substantial amount of staff time used in dealing with this issue, I am hereby instructed to give you notice (as per our phone conversation earlier today) that you have 7 days to do the following items (all of which, excepting the pennants, you have been notified about before loday) and any other incompleted tasks from Lorne PlegerJs letters to you dated April 19 and May 2: 1) Remove the weeds from the landscaped area. Replace any damaged or diseased plants. Continue to maintain the landscaping. (See Sec. 17.07 of the Zoning Code enclosed.) 2) Remove the pennants. (See Section 9-7-19 (6) of the Springfield Sign Code enClosed.) Th"ese 2 items should take less than 1./2 a day to complete. When they are done, call me for a final lnspection. As r indicated, r will also need to see the irrigation system fully operational at lime of inspection. as the cars parked on it may have caused damage. If all ,of the items have been completed within 7 days, I am authorized to clear you for your Certificate of Occupancy. If all iterns have not. been cornpleted 'within 7 days we will find it necessary to revoke your temporary occupancy and refer the matter again to the City AttorneyJs office. " All operations must continue to comply with the Springfield Code if a Certificat.e of Occupancy is granted. This includes maintenance of landscap- ing.
