CITY JOURNAL NUMBER 88-08-133. Type I Site Plan, Minimum Developme
requesting approval of a portion of the old library building to b used as a print
shop and expansion of police/court offices. The site is loca ed at 308 North A
Street (Assessor's Map l703353l; Tax Lot 21001. The zoning 'oll'l\lUhity
Commercial; the Metro Plan Designation is Community Commercial. The property is in
the Downtown Refinement Plan. There was no Pre-Application Conference.
ACTION
PRELIMINARY SITE PLAN APPROVAL subject to:
1. Requirements under Site Plan Review Criteria of Approval;
2. Minimum Development Standards to be met (See Attachment A1; and
3. Applicable policies in the Downtown Refinement Plan.
WHAT NEEDS TO BE DONE TO OBTAIN FINAL SITE PLAN APPROVAL?
l. A Final Site Plan drawn to scale is required within 90 days of the date of this
letter. The following revisions need to be shown on or included with your Final
Site Plan:
a. The sUbmittal of a landscape plan to include the planter strip, the setback
area along Pioneer Parkway East, and the triangular areas along North B
Street. This plan should list plant and tree names and an irrigation plan
for parking setback area.
b. Street lights as per Attachment C.
c. The location and screening to be used for any trash receptacle.
d. The location of any signs.
2. A signed Development Agreement. This agreement will be prepared by staff upon
approval of your Final Site Plan.

ATTACHMENT A FINDINGS
CRITERIA OF APPROVAL (Ref. SDC 3l.0601.
[X] DEMONSTRATED COMPLIANCE WITH APPLICABLE STANDARDS OF THIS CODE.
When the applicable Minimum Development Standards below have been met, this
application will have demonstrated compliance with the applicable standards of
this Code.
[X] PARKING AREAS AND INGRESS-EGRESS POINTS HAVE BEEN DESIGNED SO AS TO FACILITATE
TRAFFIC AND PEDESTRIAN SAFETY, TO AVOID CONGESTION AND TO MINIMIZE CURB CUTS ON
ARTERIAL AND COLLECTOR STREETS.
When the applicable Minimum Development Standards below have been met, this
criterium will be met.
MINIMUM DEVELOPMENT STANDARDS TO BE MET (Ref. SDC 3l.0401.
MDS ARE APPLIED IN LIEU OF FULL SITE PLAN REVIEW TO ENSURE MINIMAL COMPLIANCE WITH
APPEARANCE AND SAFETY STANDARDS SPECIFIED IN THE SPRINGFIELD DEVELOPMENT CODE AND TO
REDUCE PROCESSING TIME FOR DEVELOPMENT APPROVAL. THE FOLLOWING ARE CONSIDERED
MINIMAL DEVELOPMENT STANDARDS:
[X] THE DEVELOPMENT MUST CONNECT TO PUBLIC UTILITIES.
The site is connected to public utilities.
[X] THE DEVELOPMENT MUST COMPLY WITH THE SPRINGFIELD BUILDING SAFETY CODES.
The plan review process has already been initiated. A sign permit will be
required for proposed signs. For sign size and location standards contact Doug
Rux; for sign structural standards contact Lorne Pleger (726-37591.
[X] PARKING AND CIRCULATION AREAS MUST BE PAVED AND STRIPED, AND WHEEL STOPS MUST BE
INSTALLED.
This property is located in the Downtown Exception Area. SDC 3l.l70(ll(cl
states: "Exception: In the Downtown Exception Area, all lots and uses shall be
exempt from the parking space requirements of this Article....In any case, all
voluntarily installed parking shall conform, to the design and standards of this
Article." The existing parking lot was in conformance with standards in affect
at the time of its approval. The existing parking area is paved, striped and has
wheel stops. No additional parking spaces are proposed. There are 24 existing
parking spaces; 16 spaces will be used by the printing business. The off-street
parking standards of SDC la.070 do not apply to this request.
[X] CURB CUTS WHICH EXCEED THE STANDARDS OF THIS CODE MUST BE CLOSED AND REPLACED
WITH STANDARD CURB AND GUTTER, AND SIDEWALK WHERE NECESSARY.
There are two curb cuts which serve this property. These were permitted as part
of previous development approvals. No additional curb cuts are being requested.
No curb cuts will be required to be closed.

[X] SIDEWALKS MUST BE INSTALLED WHEN THE SITE ABUTS A CURB AND GUTTER. A PUBLIC
IMPROVEMENT AGREEMENT MUST BE REQUIRED WHEN THE SITE DOES NOT ABUT CURB AND
GUTTER.
There is an existing sidewalk on North A Street, North B Street and Pioneer
Parkway East. SDC 32.040 states: "Maintenance of sidewalks and planter strips
shall be the continuing obligation of the abutting property owner."
1. North A Street. There has been a citizen's complaint concerning the
condition of the sidewalk on North A Street. There is considerable uplift
and settling. The sidewalk will have to be repaired. Contact Les Craigmile
of the Engineering Division 726-3753).
2. Pioneer Parkway East. The sidewalk along the west side of the existing
building is in good condition between North A Street and south of the alley.
The sidewalk north of the alley to North B Street is broken in a number of
places. This sidewalk will have to be replaced as part of the landscape
requirements under "landscaping" below.
3. North B Street. No problems.
[X] A 5 FOOT WIDE LANDSCAPED PLANTER STRIP WITH PERMANENT IRRIGATION MUST BE
INSTALLED BETWEEN THE STREET-SIDE PROPERTY LINES AND PARKING AREAS OR STRUCTURES.
IF STREET TREES DO NOT EXIST, THEY MUST BE INSTALLED IN THIS PLANTER STRIP.
SDC 32.040(4)(b)12. lists the 2nd-3rd Street Couplet (renamed Pioneer Parkway
East and West) as a Minor Arterial Street. The existing planter strip
(approximately 2 feet in width) behind the curb along the frontage of Pioneer
Parkway East from north of the alley to North B Street does not meet SDC
32.040(7){a)2. which states: Minor arterials and collectors. A minimum width of
4 feet [planter strip] shall be required." In addition SDC l8.050 (l)(b) states:
"In all commercial districts, each lot shall have planted setbacks of not less
than the following sizes: Front Street Side Yard and Through Lot Rear
Yard.. .. Parki ng, driveway and outdoor storage setback 5 feet." Fi na lly, SDC
32.040(4) states: " Sidewalks shall be 5' wide along minor
arterial...streets...."
This means that in the area described above, the following must occur:
l. The 4 foot wide landscaped strip needs to begin directly behind the existing
curb. Required street trees can be placed here. They need to be setback (in
accordance with SDC 32.070) l2 and 1/2 feet from the alley and 25 feet from
the intersection of North B Street and Pioneer Parkway East. The street
trees need to be spaced 30 feet on center within the area described above.
2. Construction of a new 5 foot sidewalk.
3. Establishment of the required 5 foot parking lot setback. Low growing plants
can be placed here. This landscaped area must have an irrigation system.

A total of 14 feet will be required between the back of the existing curb to the
existing curb in the parking lot. If there is not enough room available to meet
the above standards, SDC 32.D40 (5) and (71(all.b. state: "New sidewalk design
shall be consistent with existing sidewalk design in the same block in relation
to wi dth and type. " and "Pl anter stri ps shall be requi red where necessary to
maintain consistency with existing planter strips. In this case, the minimum 4
foot standard may be varied to allow for consistency with existing planter
strips."
There are two triangular areas in the parking lot along the North B Street
frontage which needs to be landscaped and irrigated.

[X] STREET LIGHTS MUST BE INSTALLED.
Additional street lighting is required See Attachment C.
[X] TRASH RECEPTACLES AND OUTDOOR STORAGE AREAS MUST BE SCREENED.
Trash receptacles and/or an outdoor storage areas may be requested. These need
to be screened (vegetative or wood fence).

ATTACHMENT B
[Xl DOWNTOWN DEVELOPMENT PLAN POLICIES.
Pol icy# 9 under "DESIGN ELEMENT" states: "All Downtown groups and agencies shall
work together to enhance the character and identity of the Downtown as a people
place, including but not limited to: pedestrian-oriented sidewalk lighting,
pocket parks, Downtown entrances, street trees and furnishings, street signs and
signals, improved pedestrian' crossings and walkways."
The sidewalk improvements, landscaping and street tree requirements discussed in
Attachment A and required as. part of the Final Site Plan and Development
Agreement will address this policy.
