Subject: Fire Department referral at 25/5 S. 'A' Street, Springfield, Oregon
Dear Mr. Swaggart:
At the request of the Springfield Fire and Life Safety Department, the Building
Safety Division recently conducted an inspection at the above address. The
inspection revealed the following conditions which must be corrected in order for
the building to comply with applicable City Codes.
The existing paint spray room used in the fabrication of vehicle hitches does not
meet the minimum building code requirements for the following. reasons:
1. Inadequate area separation between the paint spray room and adjoining
uses. An area separation wall is required to reduce the hazard area to
under 1500 s.f., or the entire building must be sprinkled.
2. Inadequate fire protection of exterior walls facing adjacent building and
property line. The existing structure housing the paint spray room was
apparently enclosed without benefit of permits and inspections, as is
evident by the overspanned wall sheathing.
3. Improper roof covering. The use of plastic roof covering materials is
restricted by the Building Code. A fire retardant roof assembly is
required.
4. Inadequate exits. Two exits are required for paint spray. rooms over
200 s.f. in area.
5. Inappropriate exhaust system with insufficient clearances from struct-
ures and property line. Unless an approved water wash system is used,
the exhaust termination must be located at least 30 feet from property
lines, and a minimum of 10 feet above adjacent grade and 6 feet from
exterior walls or roofs. Additional clearances are required from
openings. and adjacent buildings.
6. Lack of an inter-tie connection between the spray system and mechani-
cal exhaust system.
7. Unprotected electrical devices and raceways in paint spray area. All
such devices in a paint spray environment must be of an explosion
proof type.
8. A fire sprinkler system is required for the paint spray room (and
the rest of the building if the area separation wall noted in item 1
above is not provided).
Due to the comparatively more extensive requirements involved in the construction
of an approved paint spray room, we recommend that an approved paint spray

booth which has been constructed as specified in the Uniform Fire Code be
installed for your painting requirements. If such a booth is installed, the
following requirements would apply:
1. An area separation will not be required between the spray booth and
the adjoining uses.
2. The exterior wall structures must be rebuilt to provide proper support
for fire resistive wall coverings. The south and west walls must
include a parapet 30 inches above the roof, and must be of 1 hr. fire
resistive construction due to their proximity to the property line and
the building to the west.
3. A fire retardant roof system must be installed.
4. Provide two exits from the paint spray area located at least 12 feet
apart. If the exit is located in a fire resistive wall, the door assembly
must be rated for 3/4 hour fire resistive construction.
5. To avoid the exhaust system termination requirements, an approved
water wash exhaust system for the paint spray booth could be provided.
6. Provide an inter-tie connection between the paint spray and exhaust
systems, so that the spray will not operate unless the exhaust system is
running.
7. Explosion proof electrical eq uipment and wiring systems are req uired.
within the paint spray booth, or, if an open type booth is used, within
a 20 foot radius of the spray area. In addition, explosion proof
equipment and wiring systems must be used outside the booth within a
3 foot radius of all unsealed openings.
8. Install fire sprinklers only in the paint spray booth.
9. Provide fire extinguishers as required by the City Fire Marshal.
Permits will be required for the above noted corrections. Please submit plans for
the required modifications to this office in order to obtain the necessary permits.
Please note that a fabrication facility which has existed for some time on
property zoned Community Commercial, is considered a non-conforming use by the
City Zoning Ordinance. For the existing fabricating use to remain on this
property, the existing structure must be proper ly constructed and maintained. If
the structur:e is vacated for 30 consecutive days, any subsequent use of the
structure must conform to all provisions of applicable City Ordinances.
