ACTION REQUESTED: Approval of following motion: ALLOW PAVEMENT CORING ACTIVITIES OUTSIDE OF THE HOURS OF 7AM AND 6 PM FOR WORK IN PREPARATION OF PAVEMENT ANALYSIS FOR THE GATEWAY OVERLAY PROJECT. ISSUE STATEMENT: Section 5.220(c) of the Springfield Municipal Code restricts the hours that construction activities may occur to between 7 am and 6 pm. In order to complete the pavement coring during the holiday shopping season in a timely manner, and reduce the project’s impact on traffic, it is necessary to periodically close lanes and complete pavement coring in order to proceed with a pavement conditions report. ATTACHMENTS: None. DISCUSSION/ FINANCIAL IMPACT: In order to proceed with the Gateway overlay project to meet the 2015 construction season, the City's consultant must core Gateway Street. It is important that the pavement coring be done as soon as possible in order for the pavement analysis report to be completed. The report will provide needed information on the condition of the pavement which is necessary to design the project appropriately and in a timely manner. Due to the holiday season, the traffic volumes are high and closing one lane in each direction during the day would likely cause excessive congestion and may trigger safety issues. The consultant is available to do the pavement coring the second week of December which should take four days. There would be 40 locations on Gateway Street between Harlow Road and the I-5 crossing with each location taking 20 minutes. The consultant indicated the noise level would be comparable to a bus engine or lawnmower. Staff is seeking approval of a noise variance to allow pavement coring that will require lane closures on Gateway street.
