ACTION
REQUESTED:
Discuss the results to date of the Annexation Incentives Project, Phase I Survey and
whether to continue, modify or discontinue the project.
ISSUE STATEMENT:
The annexation incentives project is divided into three phases; 1. Information
gathering; 2. Incentives program development; 3. Incentives program
implementation. The preliminary survey results are characterized by an extremely high rate of participation, overwhelming opposition to annexation, and a resolute
belief that the project is prelude to “forced annexation.” These compelling survey results paired with a growing anxiousness about the purpose of the project are good reasons for the Council to review this project and instruct staff how or whether to
proceed further.

DISCUSSION/ FINANCIAL IMPACT:
Two of six survey areas in this project have been completed and the results are very similar in terms of rate of participation (43% in Hayden Bridge, 55% in West Centennial) and position on annexation (90+ % opposed/not interested).
Additionally, three petitions opposing annexation were submitted with a total of 1,289 signatures; more than 30 pieces of correspondence were received all of which
oppose annexation; and several dozen phone calls were received most of which
were unequivocally opposed to annexation. Notwithstanding our efforts to make this initial phase of the project a transparent data collection exercise, a significant
number of survey respondents expressed fears that the city’s real purpose for the
survey was to begin a process that would lead to “forced annexation.” An annexation study undertaken 20 years ago which could have resulted in phased,
contested annexation and which left many of these residents distrustful of the city’s
annexation objectives, was consistently raised as a point of comparison and is likely responsible for the submittal of the three petitions opposed to annexation. Staff is
requesting Council direction to continue the survey process, reduce the number of areas surveyed, or terminate the project.

BACKGROUND:
The annexation incentives project was launched in June, 2014 at the Council’s direction
to segment the project into three phases: 1. Determine the level of support or
opposition to annexation and the reasons why people feel the way they do; 2. Determine
the types of things the Council can do to interest people in annexation; and 3. Establish
by policy, funding or other direct action a program that incentivizes annexation. At that time neither the staff nor Council had reason to believe that the first phase (survey)
would result in anything more than a preferential sorting of reasons why people have not
annexed and the identification of changes to existing policy that might cause people to
consider or reconsider annexation to Springfield.
DISCUSSION:
The results of the first survey (West Centennial) were immediately impressive in terms
of rate of participation and in the consistency of opposition to annexation no matter what
changes the City might implement. In West Centennial we sent surveys to all developed tax lots under ½ acre with a single family house. This represents more than 90% of the
lots in this area and likely an equivalent percentage of the total population estimated at
just over 1,200. The rate of participation was 53%. A “good” rate of participation is 10-
20%; statistical confidence of 95% +/- 5% accuracy occurs when 25% of a population
base of 1,000 responds. (Source: Great Book Consulting: Statistical Confidence in a survey. 2000-2011). Staff is extremely confident that the response rate in West
Centennial accurately portrays the sentiments of all the residents in this area and that is
that more than 95% do not want (oppose) annexation.

The Gateway-Hayden Bridge survey began approximately 2 weeks after the conclusion
of the West Centennial survey. As soon as the survey information was delivered staff
began receiving calls and emails emphasizing opposition to the “city’s plan to force
annexation.” We again attempted to explain that the purpose of the survey was to get
feedback on property owner sentiment regarding annexation and if the city could change its policy to make annexation a more plausible option. This explanation obviously did
not resonate as three petitions opposed to annexation were submitted with the signatures
of 1,289 area residents. These petitions supplemented a 43% response rate on over 1,700
surveys that included 95% not wanting (opposing) annexation.
Staff is bringing these results to Council ahead of the completion of the survey for two principal reasons:
1. The consistency in the high percentage of responses and even higher percentage of
respondents opposing annexation found in these two economically and geographically
diverse areas is, we believe, a statistically valid representation of what is likely to occur in the remaining survey areas. West Centennial and Gateway-Hayden Bridge account for about 2,200 of an estimated 3,000 total surveys for the six areas.
2. The unfortunate perception that this project will eventually lead to the Council
initiating involuntary annexation of these areas regardless of the overwhelming
opposition to such action. This perception appears to be intractable and is generating lots of stress and anxiety for these residents and a good deal of resentment towards the council and city. Staff does not believe even aggressive public information (relations)
efforts will be effective in reducing these emotions or in changing attitudes about
annexation.
OPTIONS:
Option 1. Continue the surveys as proposed by completing in this order Clearwater,
Thurston, South 2nd Street and Glenwood. Approximate cost is $2,000 with a duration of
3-4 months
Option 2. Reduce the areas to Clearwater and South 2nd Street; drinking water and storm
water conveyance is a difficult challenge in east Springfield and the city is already
providing annexation incentives in Glenwood through urban renewal district and the
adoption of the Glenwood Refinement Plan.
Option 3. Stop this phase of the project; Council can use these results to determine
effectiveness of the range of annexation incentives discussed during the June 16, 2014
work session and whether or not to continue on to Phase 2 and Phase 3 of the project.

RECOMMENDED ACTION
Based on the statistical validity of the survey results to date and the prevailing concerns
and beliefs of these residents that the city is considering taking action contrary to their
wishes, staff recommends Option 3.

West Centennial Area:
• survey was open July 7th through July 31st
• paper survey included in initial mailing to encourage returning the survey
• return rate was 55%
o half completed survey online/half completed paper survey
• cost = $607.63
• result highlights:
o 98.2% know their property is outside the Springfield city limits
o Police protection is the most desired service currently not provided or available to
property outside the Springfield city limits
o 78.4% have never considered annexation while 19.3% have considered it but chose
not to
o Fees, no interest, changes to property taxes and requirement to connect to sewer
even when their septic fails all received between 76.5% to 92% for reasons they
have chosen not to annex to Springfield
Gateway-Hayden Bridge Area:
• survey was open August 4th through August 22nd
• we continued to accept and enter surveys through October 30th
• paper survey not included in initial mailing due to cost would have approximately doubled
• provided option to request a paper survey with postage paid return envelope
• return rate was 43%
o two-thirds completed the survey online/one-third completed paper survey
• cost = $1,493.68
• result highlights:
o 98.9% know their property is outside the Springfield city limits
o Police protection is the most desired service currently not provided or available to
property outside the Springfield city limits
o 83.4% have never considered annexation while 14.4% have considered it but chose
not to
o Fees, no interest, changes to property taxes and requirement to connect to sewer
even when their septic fails all received between 83% to 92% for reasons they have
chosen not to annex to Springfield
Notables:
• Both return rates are well over the industry standard to legitimize the survey data and be a
true representation of the areas opinions and thoughts about annexation.
• Question 2 – for the West Centennial area survey any paper surveys returned with question
2 not ranked 1 through 9 we did not enter the data. Two-thirds of the respondents put all
9s. The same occurred for Gateway-Hayden Bridge so we decided to enter the data

regardless. If we did the same for West Centennial the results would be closer to the results
for Gateway-Hayden Bridge.
• There were bumps in the administering the survey such as some did not receive the
informational flyer, mismatch of mailing data/property data and access to the survey link.
We are working with both vendors (EDMS and Survey Monkey) and reviewing our internal
processes to ensure a smoother rollout in the future. However, the validity of the survey
results was not comprised.
• Overall interactions with survey respondents were positive. If folks were upset when calling
after an opportunity to explain the intent of the survey the majority of calls ended on a
positive note even if they still opposed annexation. We did receive a handful that asked
specific questions about their property and staff worked together to collect the information
to respond back.
• A thank you postcard was sent out to each mailing list.
